For Collection, Transportation and Disposal Services of Domestic Waste in the Borough of Stroudsburg The contract is for all residential units in the Borough with four or less dwelling units. Bids will include lump sum pricing for both three (3) and five (5)-year contracts. The contract shall commence January 1, 2023. Contractor will provide own equipment and supplies. Bidders should familiarize themselves with the jurisdictional map contained in the bid document as well as with the actual layout and network of Stroudsburg Boroughs streets, which comprise substantial on-street parking and numerous narrow alleyways. Bids must be accompanied by a certified check or bid bond issued by a surety licensed to conduct business in the Commonwealth of Pennsylvania in the amount of at least 10 percent (10%) of the total bid. The successful bidder will be required to furnish and pay for a satisfactory performance bond in an amount of 100% of the contract amount. A certificate of insurance, showing proof of workers compensation coverage must also be submitted. Bids will be effective for 60 calendar days from the bid opening date except as permitted by law, and may not be withdrawn during this period, altered or otherwise modified, except in compliance with Act 4 of 1974, 73 P.S. 1-602. Stroudsburg Borough intends to award the contract to the lowest responsible bidder, but the Borough reserves the unqualified right to reject any or all bids and to waive any informalities permitted by law. All proposals shall be submitted in accordance with the Instructions to Bidders. The Borough of Stroudsburg herby reserves the right, which is understood and agreed to by all bidders, to refuse any or all bids submitted when in the Boroughs best interest to so refuse and also reserves the right to waive any informality in bids received that does not create a competitive advantage over other bidders.
