This notice does not represent a commitment by the Government to issue a solicitation or award an IDIQ. The General Services Administration (GSA), Public Buildings Service (PBS), Office of Design & Construction is issuing this Sources Sought Notice as a means of conducting market research to identify technically capable and otherwise responsible parties with an interest in and the resources to support and provide for an IDIQ contract for Structural Engineering Services. GSA seeks information from interested and capable small businesses, 8(a) Small Businesses, Small Disadvantaged Businesses, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, and HUBZone Small Businesses. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 541330 - Engineering Services with an associated small business size standard of $22.5 million. PROJECT DESCRIPTION This anticipated acquisition will be procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. This Sources Sought Notice pertains to an anticipated IDIQ for engineering services for a base period of one (1) year with four (4) one-year option periods. SCOPE OF WORK There is a need to determine the safety of structures concerning blast and other security threats and the associated progressive collapse hazards and mitigation alternatives. To determine the building's safety, studies and reviews must be conducted by structural engineers that are specialists in these specific zones. In addition, the firms provide a needed pool of engineers to support the Government engineers for response to natural hazards such as earthquakes, wind storms and floods. The level of services required from the Contractor may vary, depending on GSA's needs throughout the life of the contract. All work will be performed based on firm, fixed price task orders issued, as needed, under the basic contract for services. The fixed price of these task orders shall include the cost for all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided). Further, the Contractor shall plan, schedule, coordinate, and assure effective performance of all services described in the respective task order. The Contractor must have the capacity to perform multiple, concurrent task orders. The types of work required may include, but not limited to, the following: o Preparation of blast/threat hazard reports and evaluating existing buildings (including historical buildings). o Risk Assessment and Risk Analysis to determine the vulnerability risk of Government-owned and leased facilities. o Two and three-dimensional computer modeling and analysis of explosive and impact effects/events. o Engineering peer reviews on projects designed by others. o Pre-design and pre-purchase surveys. o Analytical Evaluation of primary systems and non-structural components. o Preliminary design, recommendations, and the preparation of reports for repair and strengthening of various buildings. o ATC 20 post-disaster assessment experience and firm availability to respond to an event. o Blast/threat resistant design, including associated progressive collapse analysis. o Assessment of terrorist-related hazards and recommendations to limit risk. o Cost Estimating. Identification of your firm as a large business, small business, or other socio-economic category such as 8(a) Small Business, Small Disadvantaged Business, Service-Disabled Veteran Owned Small Business, Women Owned Small Business, Economically Disadvantaged Women Owned Small Business, and HUBZone Small Business. 3. A capability statement indicating whether your firm has experience with projects involving Structural and Blast engineering and design services anticipated under this potential IDIQ, including the number of such projects your firm has completed within the prior five (5) years dating back from June 14, 2022. a. If your firm has experience with projects involving Structural and Blast engineering and design services anticipated under this potential IDIQ, please provide a brief description of at least one such project. This should include details such as: i. The owner / agency, location, and project period of performance; and ii. A description of services provided. 4. A statement indicating your firm's interest in proposing for the Eastern, Central, Western Zones, or any combination of, or all of them. Provide a statement describing your firm's resources in the geographic zones of interest. Interested firms should respond to this Sources Sought Notice no later than Thursday, June 30, 2022 at 2:00 PM (EST). It is recommended that responses should not exceed four (4) pages in length with a preferred 12 font size, Times New Roman. Please do not submit generic marketing material. This IS NOT a request for quotes (RFQ) or request for proposal (RFP) and does not constitute any commitment by the Government. Responses to the Sources Sought Notice will be used by the Government to make appropriate acquisition decisions, giving maximum consideration to the small business socio-economic categories based upon industry input. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information provided. The method of contractor selection has not been determined at this time.
