The Nassau County Department of Public Works intends to issue a Request for Proposals (RFP) for services regarding the following project: NASSAU COUNTY DEPARTMENT OF PUBLIC WORKS Long Beach WPCP Consolidation Construction Management Services The Department of Public Works is requesting proposals from qualified firms to provide construction management services. These services may include but not be limited to resident engineering, office engineering, inspection, CPM scheduling services and cost estimating. The Construction Manager's dutiesare defined in the "Scope of Services" section of the RFP. The Nassau County Bid Solicitation Boards are open to all registered vendors. Vendors that have not registered are able to view open solicitation opportunities, but they are not able to download solicitation documents or submit bids or proposals. Proposals should only be submitted after careful examination of the completed RFP and its requirements. The firm selected for this work will be required to provide proof of general and professional liability insurance in the minimum amounts of $2,000,000 and $4,000,000 per occurrence, respectively. The successful Proposer shall be required to comply with the requirements of Local Law No. 14-2002, "Participation by Minority Group Members and Women in Nassau County Contracts," and 2-2016, "Participation of Service-Disabled Veterans in County Contracts." All Proposers should review theprovisions of Appendix EE (included as an attachment to the RFP) which outlines the requirements of Local Law No. 14-2002. Technical proposals shall include information regarding the Proposer's plan to comply with Local Law No. 14-2002. All phases of this project (engineering services and construction) are eligible for financing through the New York State Environmental Facilities Corporation (NYSEFC) Proposers should carefully review the "NY State Revolving Fund Bid Packet for Non-Construction Contracts and Service Providers" which is included as part of the RFP. This project is made possible by a grant from the Housing Trust Fund Corporation (HTFC) (operating through the Governor's Office of Storm Recovery (GOSR)), which is funded through Community Development Block Grant Disaster Recovery (CDBG-DR from the U.S. Department of Housing andUrban Development (HUD)). Accordingly, the attention of bidders is called particularly to the requirements for conditions of employment to be observed under the Contract. This Federal Aid project requires 30% Minority/ Women owned Business Enterprises (MWBE) per Exhibit E of this procurement and compliance with 6% best efforts for hiring SDVOB firms per Local Law No. 2-2016. Additional requirements may beneeded for compliance with other funding sources that the County is pursuing.
