Site work and renovation of a civil project in Mill Creek, West Virginia. Conceptual plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Huttonsville Public Service District , located in Randolph County, West Virginia, is currently accepting Statements of Qualifications from qualified professional engineering firms to provide services in regard to the Districts water distribution system and treatment plant, including improvements to the existing sludge handling facilities. Services rendered shall include, but are not limited to, all studies, design, consulting and construction services as requested by the District. Procurement of said services shall be in accordance with Chapter 5G-1-3 of the West Virginia Code, and any other applicable laws and regulations of state or federal agencies. Contracts are to be awarded on a Fixed Fee or Time-Plus-Expense Basis, as the work dictates. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities, familiarity with local conditions and related prior experience. The object of the competitive process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. The Huttonsville Public Service District Board shall evaluate the statements of qualifications and performance data and other materials submitted by interested firms and select a minimum of three firms, which, in the Districts opinion, are best qualified to perform the desired service. Interviews with each firm selected shall be conducted with discussions regarding anticipated concepts and proposed methods of approach. The District shall rank in order of preference, these three professional firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations and the highest qualified professional firm for engineering services. Should the District be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified professional firm, the Board shall undertake price negotiations with the third most qualified professional firm. Should the District be unable to negotiate a satisfactory contract with any of the selected professional firms, it shall select additional professional firms in order of their competence and qualifications and it shall continue negotiations in accordance with these procedures until an agreement is reached. Attention is directed to the fact that the proposed work or projects may be undertaken with a variety of Federal and State funds and that all work will be performed in accordance with the regulations issued by such agencies and the State of West Virginia pertaining thereto. The selected firm will be required to comply with Title IV of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions and all other requirements as they relate to HUD-funded projects. The Huttonsville Public Service District will afford full opportunity for minority business enterprises to respond to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, sex, age, handicap, or national origin in the award of this contract. The method of contractor selection has not been determined at this time.
