Site work, asbestos abatement and renovation of a mixed-use development in Hopewell, Virginia. Completed plans call for the renovation of a military facility; for site work for a military facility; for asbestos abatement for a military facility; and pre-engineered storage facility.

Proposals will not be accepted after this time. o This acquisition is Set Aside for Total Small Business. o The estimated price range of this procurement is $245,000 to 335,000. o Please see SOW for the VOR Roof Replacement in Hopewell VA; 11/18/2021; 4 pages. o Please see the Technical Specifications for VOR in Hopewell VA; 11/2021; 27 pages. o Please see the Construction Drawings for VOR Roof Replacement in Hopewell VA; 1/23/2020; 11 pages. o BIDDERS MUST FILL IN ALL GOLDEN HIGHLIGHTED AREAS AND RETURN WITH THEIR PROPOSAL The contractor is responsible for furnishing all materials, equipment, labor, transportation, insurance, notifications, licenses, permits, fees and supervision necessary to replace existing roof at Hopewell, VA in accordance with the applicable drawings, specifications and conditions of the contract." Electronic & IT: 03 BACKGROUND The Hopewell Virginia VOR Facility is contained in a 36'x36'x12'high equipment building. It has a flat round roof 52' in diameter. There is a 20' tall, cone shaped antenna cover "teepee" on the roof. There are 16, 4' tall, detector antennas with "mailbox" sized covers arranged around perimeter of roof. It has an equipment room, storage room, EG room, and a lavatory. The FAA wants to replace the building roof and improve the grounding system. Contractor shall provide FAA with a price proposal for all work described below. 1.1 SCOPE OF WORK The Contractor shall perform the following work: 1. Provide asbestos and lead testing services. Cut a 6"x6" sample through all layers of the roof down to the wood deck. Use tin snips to cut through the sheet metal layer. Patch resulting hole in roof with 1/2 gallon roof repair mastic. Samples should include paint on areas to be demolished and any caulk at the base of the teepee. Submit samples to an asbestos/environmental testing laboratory licensed in the State of Virginia. Provide test results to the FAA two months before demolition work begins or sooner. 2. Furnish and install a new PVC roof membrane on HPW VOR equipment building. Remove and discard old roof. Clean and prepare surfaces for new roof. All work to be done in accordance with the attached drawings & specifications. a) This work requires an extended shutdown of VOR service. Provide one month advance notice to FAA. Verify NOTAM's have been made. Obtain written permission from FAA to begin work. b) Make arrangements with an FAA Technician to take the VOR out of service, de-energize and, lock out - tag out antenna power. Un-fasten antenna cable located within teepee and remove electrical wiring harness from antenna motor. Wrap connectors in plastic bags w/electrical tape to prevent damage during construction. c) Provide crane services to remove fiberglass antenna cover. Cover is cone shaped 20' high with 10' diameter base. Cover weighs approximately 500lbs. Remove antenna motor. Unbolt top cover & ring and remove from main teepee. Unfasten & pry off main teepee and remove from roof deck. Contractor to provide bolt on adapter between teepee and crane. d) Unbolt and assist FAA to remove 16 mailbox antennas and posts. Remove galvanized steel angle mounting support brackets fastened to roof. Arrange with FAA Technician to disconnect coaxial cable from each antenna. Protect coax connectors with plastic bags and electrical tape. Tie wrap antenna cables out of the way. Carefully collect and save all hardware for re-use. e) Completely tear off all old roofing, metal terne plate, and vapor barrier in order to fully expose wood roof decking. Broom clean all debris from deck. f) Tear off all old roofing from underneath teepee. De-solder terne plate from steel antenna pedestal mounting ring. g) Repair and replace any rotten or damaged wood decking or joists with new 2"x6", 4"x6', or 4"x4" type 2, pressure treated lumber. Contractor shall include 500 square feet of lumber replacement in his base bid price. Any damaged wood needing replacement that exceeds 500 square feet shall be replaced by contract modification. h) Repair and replace any damaged mailbox antenna support brackets. Replace any bad fasteners with new stainless steel nuts & bolts. Page 2 of 4 i) Provide a new stainless steel flattened expanded metal mesh and PVC membrane Roof System in accordance with drawing series HPW-1506842. j) Install 3/4 " plywood, vapor barrier, and Stainless steel flattened expanded mesh in accordance with specifications. k) Weld steel mesh to Stainless steel grounding segments and securely fasten to the antenna pedestal and, (4) 4" x 12" bent stainless steel plates on edge of roof and connect new 2/0 awg grounding down conductors. l) Install a fully adhered, single ply, PVC roofing membrane in accordance with the contract specifications. m) Provide new 3" wide, 24 gauge, folded, Sarnaclad metal edge trim around entire 164' perimeter of roof. n) Provide the services of a licensed surveyor. Set a transit on center of antenna platform. Follow instructions given in specifications to mark new locations for mailbox monitor antennas. Fabricate new brackets in accordance with drawings. Re-attach mailbox antenna brackets. o) Provide crane services. Install new GFM fiberglass teepee on top of roof. Position neoprene gasket under teepee. Place teepee on roof and bolt into final position. Completely seal off the construction joint at base of teepee with 3M 5200 caulking. p) Re-attach the antenna motor, top cover & ring. Re-connect all antenna cables & power wiring harness. q) Make arrangements with the FAA to re-energize VOR and place it back into service. 3. Furnish and install (4) new #2AWG THWN grounding downleads. Remove and discard the existing #2AWG downleads located at each corner of building. Provide new stainless steel grounding plates per contract drawings. Provide new compression fittings lugs for bolt connections to ground plates. Connect new #2AWG downleads to ground counterpoise. Provide exothermic welded connections to earth ground equal to CadWeld. Provide new PVC conduit & galvanized clamps on all (4) sides of building to protect downleads. 4. Contractor must take all steps necessary to protect FAA property and equipment from moisture damage during construction. Provide a waterproof tarpaulin capable of covering entire 40'x40' roof per contract specifications Section 10B. 5. Provide the FAA with a 20 year warranty on Manufacturer's materials and, a one year warranty on Contractor's labor. Contractor will repair any leaks or defects in roof at no cost to the FAA for a period of one year. 6. Restore/replace metal soffit as needed. Contractor to provide quote to include 164 LF of soffit. 7. Clean up site. Remove all construction materials. Broom clean building interior & roof top. All questions regarding the project/scope of work/drawings must be received in writing to gay.j-ctr.joseph@faa.gov. no later than 2:00 p.m. CST on 30 Jun 2022 to allow for responses to be provided prior to due date for receipt of proposals. *The value for this project is based on a financial range.
