Site work and paving for a mixed-use development in Jacob, Florida. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The City of Jacob (City) requests proposals to provide administration/project delivery, and engineering services for the City s CDBG-DR grant M0102 from the Florida DEO in the amount of $1,412,073. The project includes citywide drainage improvements with some street paving, and possibly land acquisition for stormwater retention/conveyance. Administration services shall include, but not be limited to reviewing and developing necessary policies and procedures, coordinating with the funding agency, developing and administering contract(s), tracking and managing program funds in compliance with program guidelines, and providing reports and technical assistance. Project delivery services shall include, but not be limited to the full spectrum of tasks relating to compliance with the Davis-Bacon and related acts, coordinating between the design and environmental/hazards professionals, soliciting M/WBE/Section 3 vendors for the project, assisting the construction contractor with Section 3 compliance, coordinating property acquisition tasks. Engineering services will include environmental review of the project as well as specific review of proposed property to be acquired for the project, design (including survey), permitting, contract bidding and award, services during construction, inspection services, and any services required to satisfactorily close the project. Proposals may be submitted for administration/project delivery, engineering services or both services. Evaluation and contracts for each for service shall be separate as applicable. Administration and Project Delivery Services proposals shall each be evaluated using the following criteria: 1. Successful Experience with Florida Small Cities or DR CDBG (25 points) 2. Management and Staff Qualifications, Availability (20 points) 3. Understanding of Local Needs and Approach to Project, Proposed Scope (20 points) 4. Reputation and Client References (25 points) 5. Certified Minority/Woman Owned Business (5 points, pro-rate sub) 6. Fee and Proposed Fee Basis (5 points) Engineering Services proposals shall be evaluated using the following criteria: 1. Successful Experience with public projects funded by state or federal grants (20 points) 2. Management and Staff Qualifications, Availability (20 points) 3. Understanding of Local Needs and Approach to Project, Proposed Scope (20 points) 4. Reputation and Client References (25 points) 5. The City reserves the right to request clarification of any information submitted by proposers, and with suitable basis, also reserves the right to reject any and all proposals, and to waive any informalities or irregularities in the proposal process. Contracts may be subject to release of funds by the funding agency. The bid must conform to Section 287.134 Florida Statutes, on discriminatory vendors. Pursuant to section 287.133(2)(a), F.S., a person or affiliate, as defined in section 287.133(1), F.S., who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid, proposal, or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal, or reply on a contract with a public entity for the construction or repair of a public building or public work; may not submit bids, proposals, or replies on leases of real property to a public entity; may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity; and may not transact business with any public entity in excess of thirty-five thousand dollars ($35,000) for a period of 36 months following the date of being placed on the convicted vendor list. The method of Contractor Selection has not been Determined at this time
