This project involves a base bid and alternate bid for the design and construction of ADA/PennDOT compliant curb ramps, with all necessary sidewalks, curbing, and sign relocation/installation at specified locations within Morrisville Borough. Each bid shall be submitted in accordance with the Instructions to Bidders and must be accompanied by a Bid Bond or Certified Check for not less than ten percent (10%) of the Bid amount payable to Morrisville Borough along with an Agreement of Surety certifying that the required Performance and Payment Bonds will be provided to the Bidder. The successful Bidder shall be required to furnish proof of insurance and bonds for Performance, Payment and Maintenance in such form as meets the approval of Morrisville Borough and having as security thereon such Surety company or companies as are approved by Morrisville Borough. The work to be performed under this Agreement is a project assisted under a program providing direct Federal financial assistance from HUD and its subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1702). Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low-and very low-income residents of the project area, and that contracts for work in connection with the project be awarded to business concerns that provide economic opportunities for low- and very low-income persons residing in the metropolitan area in which the project is located. Clarification Deadline: 7/12/2022 11:00 AM The Bidder's attention is called to the fact that the project is receiving funds under Title I of the Housing and Community Development Act of 1974, as amended, and that the Davis-Bacon Act applies to this Contract and the successful Bidder shall pay no less than the Federal Wage Rates determined for the project area as set forth in the Contract Documents. The successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. The completion of all CDBG Non-Discrimination Documents must also be submitted at the time of the bid. This project is subject to applicable requirements of the Borough's Responsible Contractor Ordinance for work valued at over Two Hundred Thousand Dollars ($200,000.00). This project is subject to applicable provisions of Act 127, Pennsylvania Public Works Employment Verification, as amended. Title VII of the Civil Right Act of 1964 and Executive Order 11246; 29 CFR Parts 1, 3, 5, 6, and 7 Davis-Bacon Act; 40 U.S.C. 327-333 Contract Work Hours and Safety Standards Act. Prospective bidders should not submit their bids until 10 day prior to the bid opening date. With the understanding that the Davis Bacon Wage Determination modification posted herein was in effect as of the posting date, and that the determination must be checked for and update before submitting a bid; the latest modification within 10 days of the bid opening must be used. No Bidder may withdraw his bid within ninety (90) days after the date set for the opening of the bids.
