The City of Crescent City is soliciting proposals from qualified firms to begin development of a complete Storm Drain Master Plan for the City. The City plans to apply for CDBG funding under the 2022 NOFA on August 19, 2022, however, the City must first secure a fully executed contract from a qualified firm in order to apply for funding. Award announcements are expected to be received by November 2022. Any contract executed as a result of this RFP will be contingent upon the City being awarded CDBG funding. The scope of the Master Plan would be taken on in phases with the first phase focused on assessment of the existing conditions of stormwater drainage system which would include mapping, inventory, and field surveying as well as the following:
1. Quantify stormwater runoff under current and ultimate development conditions.
2. Update inventory of existing storm drain system.
3. Identify potential flood hazards and problem areas in each drainage basin.
4. Identify and prioritize capital improvement projects to reduce flood risk including cost estimates.
5. Perform necessary hydrologic modeling and apply those results to each identified sub-basin identified by the existing conditions report.
6. Combine hydrology with a hydraulic model, such as Storm Cad or other numerical modeling methods, which would then provide the system wide improvements considering overland, swales, ditches, and underground piping, combined with low impact design features that could potentially also serve to treat the storm water discharges before entering the water is discharged.
7. Recommended improvements to enhance water quality and meet other sustainable objectives.
8. Provide a guide for increasing stormwater resilience within the City. Question Deadline 07/06/2022 at 5:00 PM PT The method of contractor selection has not been determined at this time.
