The Government will evaluate the lowest-priced offeror's Technical Volume to determine understanding of and adherence to all of the requirements outlined in the SOW. An evaluation rating of technically "Acceptable" or "Unacceptable" will be assigned upon completion of the technical quote's evaluation. If an offeror receives a technical rating of "Unacceptable", it will not be considered for award.
