MIAMI-DADE COUNTY, FLORIDA NOTICE TO PROFESSIONAL CONSULTANTS (NTPC) GENERAL SPECIAL SYSTEM DESIGN SERVICES PROJECT ISD PROJECT NO. E21-MDAD-03ttt INFORMS EVENT ID NO. EVN0000015 The County Mayor, Miami-Dade County (County), pursuant to Section 287.055, Florida Statutes, Sections 2-8.1 and 2-10.4 of the County Code, Implementing Order 3-34, and Administrative Order (A.O.) 3-39 announces that Miami-Dade County Aviation Department (MDAD) is seeking two (2) teams of professional consultants to provide General Special System Design Services. Participation Restrictions: During the term of the two (2) Professional Service Agreements awarded for ISD Project No. A18-MDAD-01, the selected Prime firms under such Agreement will be precluded from participation in any team recommended for award for any capital improvement project (CIP) at any MDAD facility. Subcontractors of the Prime firms awarded under ISD Project No. A18-MDAD-01 may compete to participate in a future CIP project as a Prime or Subcontractor, if such project will not be managed by their respective team under ISD Project No. A18-MDAD-01. Scope of Services and Terms The scope of services to be provided by the selected A/E firm includes, but is not limited to, analysis, renovations and improvements of airport special systems, low voltage data, communication, security systems related to Miami-Dade Aviation Department Facilities, and miscellaneous code compliance and system related terminal-wide improvements. Additionally, the scope includes, but is not limited to, site investigations and analysis; special systems planning; engineering studies; special system surveys; conceptual, preliminary and final designs; construction management; and/or support during implementation. It is anticipated that the projects will be at the Terminal buildings and other MDAD facilities. Services will be provided in response to specific and individual tasks assignments in accordance with the terms and conditions of the contract. The County intends to retain two (2) qualified consultant/team of firms for two (2) non-exclusive Professional Services Agreements (PSA), each with an effective term of five (5) years. The total maximum contract amount is five million five hundred thirteen thousand seven hundred fifty dollars ($5,513,750.00) for each PSA, inclusive of ten percent (10%) contingency allowances and IG fee per Ordinance No. 97-215. The following rotational methodology will be used by MDAD when assigning work to the awarded A/E firms for this project. These factors will be evaluated by the staff and presented to the Assistant Director of Facilities Development and the Deputy Director for their approval. Work load Capabilities of the team Schedule Familiarity with the location and infrastructure Conflict of Interest mitigation No minimum amount of work or compensation will be assured to the retained consultants.The County reserves the right to re-use the work products of the retained consultant and to retain other consultants to provide the same or similar services at its sole discretion. Preferred Experience and Qualifications: It is preferred that the Prime Consultant and/or subconsultant firms have a licensed Professional Engineer with at least ten (10) years of special systems consulting services experience with Telecommunications Systems. The Prime Consultants are highly preferred to have five (5) years of experience designing a combination of terminal cameras, alarms, and/or PA systems at large hub U.S. airports. The Miami-Dade County Small Business Enterprise (SBE) goal is: Two (2) Agreements each with 25.0% SBE - A/E and 2.0% SBE/G&S This NTPC is being solicited electronically through the INFORMS.
