FEMA is requiring 100-year interior drainage system analysis to be submitted with SAFCA's (Sacramento Area Flood Control Agency) Levee Certification Packages. Provide an interior drainage analysis including separate hydraulic models using XPSWMM software for four City drainage basins (83, 103, 151 & 153) that complies with the requirements specified in the City's Design and Procedures Manual Section 11.3 "Drainage Studies" as well as FEMA's 44 CFR 65.10 and PM 63. Prepare a report and submittals for FEMA review of six City drainage basins (83, 103, 151, 153, 157 & 158) and address any comments generated by FEMA. Online Q&A Yes Q&A Deadline 07/07/2022 12:00 PM (PDT) The selected consultant will complete hydrologic & hydraulic (H&H) models using XPSWMM software for four City drainage basis, meeting City master-planning and FEMA specified modeling requirements. Additionally, the consultant will prepare mapping satisfactory to FEMA's requirements for six City drainage basins. Consultant(s) will begin with providing a separate model for City Drainage Basins 83, 103, 151 and 153, totaling approximately 1,518 acres. Consultant(s) will then prepare floodplain maps and a final report to FEMA (to be submitted to FEMA by MBK) for City basins 83, 103, 151, 153, 157 and 158 as well as address any comments generate by FEMA. A consultant will perform all necessary project management activities, including conducting internal meetings, coordinating for execution of the work with City staff, performing quality control and oversight, reporting on project status, managing general correspondence, responding to FEMA's comments, coordinating with SAFCA's overall Levee Certification Pro ject and monitoring/controlling the project budget and schedule. Task 1: Field Surveying This task will include: 1. Survey gutter high and low points for all City streets located within each basin area. Elevations shall be tied to City benchmarks with an accuracy of: a. 0.25-feet maximum, and b. 0.03-feet average over all points surveyed 2. Limited surveying within and adjacent to projected flooded areas (with structure flooding) to determine the minimum finish floor elevations of affected buildings. This effort includes interviewing occupants of applicable structures regarding knowledge of historical flooding, and surveying recalled flood elevations; 3. Survey other key surface information (e.g., open channels, and other storage and conveyance inadequately defined by roads or city LIDAR data). Task 2: Data Analysis This task includes creation of a database to combine all as-built (provided by City staff) and GIS data together with surveying from Task 1 and to complete the database providing approximations of all missing pipe and surface modeling information. Data analysis will include: 1. Importing GIS model data and incorporating As-built data; 2. Determining all missing pipe inverts; 3. Determining all surface channels (roads, roadside ditches, and other open channels); 4. Outlining pervious and impervious areas; 5. Outlining drainage subshed areas; 6. Compiling import files for pipes, roads and sheds. Task 3: Hydrologic/Hydraulic Modeling This task includes the development of existing system models utilizing XPSWMM software that brings all data analyzed in Task 2 above into a separate model for each basin. Modeling shall include: 1. Importing data into XPSWMM; 2. Fixing errors, filling gaps missed during data analysis and running the model; 3. Adding pumps, overland releases and storage; 4. Utilizing City master-planning and FEMA requirements for modeling criteria; 5. Analyzing results for further surveying of structure finished floors where needed. Task 4: Mapping and Reporting This task includes illustrating the results in exhibits, tables and other deliverables. Products to be provided include: 1. Tables and maps summarizing: a. Drainage sheds and node locations; b. Onsite Storage (flooding extending outside of the right-of-way). 2. FEMA mapping, including: a. Surface modeling and analysis; b. Smoothed outlining and hatching of individual ponds; c. Pond elevation, designation identification and exhibit preparation. 3. Technical memo outlining data collection, modeling and results.
