The City of Laguna Beach hereby issues this Request for Proposals to qualified firms to provide conceptual design and preliminary engineering services to obtain entitlements for a parking structure in the downtown area. The City entered into a Memorandum of Understanding with Laguna Presbyterian Church with the intent to enter a ground lease for the property located at 355 Third Street, and design and potentially construct a multi-story parking structure. The project shall be designed to achieve the maximum number of stalls feasible, with the desired yield of 231 stalls. A dedicated ground-level reserved for Church use, that takes vehicular access from the alley is desired. The design shall consider pedestrian connection(s) to Church and Third Street. The Project shall be complementary and integrated into the existing development fabric and incorporate the character of the village atmosphere. The design shall be unique and be respectful of the local character of downtown. . In addition, other major components may include retaining walls, future electric vehicle charging stations, a photovoltaic shade canopy for the roof deck, and any necessary street improvements to Third Street and the alley for pedestrian and vehicular circulation. Questions received after this date may not receive a response from the City. Responses to all questions received by the deadline above will be provided to all interested firms by 3:00 PM, Tuesday, July 19, 2022.
