The Housing Authority of Savannah (hereinafter,"the HAS")is a public entity that was formed in 1938 to provide federally subsidized housing and housing assistance to low-income families, within the City of Savannah and Chatham County, Georgia. The HAS is headed by an Executive Director (ED) and is governed by a five-person board of commissioners and is subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, "CFR") and the HAS's procurement policy. Though brought into existence by a Resolution of the City of Savannah, it is a separate entity from the City The submission of a proposal shall constitute acknowledgement and acceptance by the proposer of the requirements, specifications and terms and conditions specified herein.
