Site work and paving for a mixed-use development in Chehalis, Washington. Design plans call for site work for a road / highway; for paving for a road / highway; transportation facility; and transportation facility.

As of August 13, 2024, this project is in the design phase with construction bidding anticipated before the end of the year. Lewis County Public Works is seeking proposals from qualified consulting firms to provide Railroad Switch Upgrade and Railroad Track Extension and Road Crossing Closure at Reynolds Ave / Blakeslee Junction rail crossing. The project will upgrade two manual railroad turnouts on the Washington Royal Line to Dual-Tone, Multi-Frequency power switches to reduce railroad and roadway freight delay times. This work will also include extending Puget Sound & Pacific yard tracks 1 and 2 by 2,300 lineal feet, providing for a minimum capacity of over, 6,000 lineal feet of storage on each track. The work will include developing preliminary and final design plans, specifications, and engineer's estimate for construction. These improvements will we be completed in compliance with all federal and state requirements. This project is funded by the National Highway Freight Program, administered through the Washington State Department of Transportation Local Programs office. Funding includes engineering and construction, funds for preliminary engineering must be obligated by September 20, 2022 and funds for construction must be obligated by September 2023. SUBMITTAL Interested consultants shall provide a statement of qualifications, experience and extent of involvement for assigned staff including sub-consultants on similar tasks in the last three (3) years; submit a list of three recent, relevant projects with project name, description, scope of work, and contact information. Firms desiring consideration shall submit three (3) copies of a complete proposal packet, not to exceed eight (8) pages using an 11-font size. Resumes for Project Manager and Discipline Leads may be included in the submittal as "Attachment B" and will not be counted as part of the eight (8) page proposal submittal. Three (3) copies of the proposal documents shall be submitted. Submittals will be evaluated and ranked equal weight for the following criteria; 1) Qualification of key personnel (30 pts); 2) Relevant Experience (30 pts); 3) Past performances & references (20 pts); 4) Ability to meet schedule (10 pts); and 5) Familiarity with Railroad design standards, requirements, and regulations (10 pts). CONTRACT The selected Consultant will be invited to negotiate a contract with Lewis County. A detailed scope of work will be developed by the consultant and agreed to by Lewis County. This detailed scope of work and associated budget will be incorporated as part of the consultant/Lewis County contract. Submittals shall also include the following information; Prime Firm name, Contact information, name of principal in charge and project manager, and number of employees from each firm that are proposed to work on the project. TITLE VI ASSURANCE The Recipient, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000a to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A. Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, herby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The method of Contractor Selection has not been Determined at this time. Funding Amounts: Railroad Switch Upgrade - $216,000 Railroad Track Extension and Road Crossing Closure - $1.6 million
