Description Metro Water Recovery (Metro) intends to engage a Construction Management At-Risk contractor (CMAR or Contractor) to provide preconstruction and construction services related to the NTP Effluent Temperature Project (Project) at Metro's Northern Treatment Plant (NTP) located at 51 Baseline Road in Brighton, Colorado. Contractor is expected to work collaboratively with Metro, and Metro's design engineer to optimize and better define schedule, project costs, construction impacts on stakeholders, design details and other advantages that result from use of the CMAR process. Metro will advance the understanding of the viability of single-pass cooling towers to lower the temperature of wastewater with the objective of meeting the temperature reduction requirements at NTP. Since there are currently no known wastewater facilities in cold weather climates employing this technology for effluent temperature reduction and no Water Quality Control Division (WQCD) approved design criteria, Metro can lead the industry in determining whether this is a viable solution for thermal pollution reduction in the area. If shown to be technically, environmentally, and economically feasible, the data collected during the Project will facilitate the design and construction of these cooling systems and help optimize the operation and maintenance of effluent cooling systems for NTP. The Project will include up to three work packages: Work Package 1 will consist of a technology review, conceptual design, experimental design, and demonstration system installation and testing on a secondary effluent side stream; Work Package 2 will consist of demonstration system design, construction, and testing on tertiary effluent; and Work Package 3, contingent upon the results of preceding Work Packages, will include permitting and commissioning for a permanent cooling tower system to meet CDPS compliance, and may include additional design and construction.
