Phelps Health, Rolla, Missouri is interested in procuring a qualified Construction Manager at Risk (CMAR) to assist our organization developing and implementing an EMS/Flight Crew Base with HeliPad located near the main campus in Rolla, Missouri. The value, scope, and duration are yet to be fully determined and are subject to revision by Phelps Health in all respects throughout the RFQ, RFP and subsequent selection and negotiation processes. Phelps Health reserves the right to modify the scope of this project at anytime, or to terminate or not proceed with the project or any part of it. Phelps Health intends to select the Construction Management at Risk firm that provides the best value, overall experience and depth of resources for pre-construction and construction services. The firm will have to comply with all CMS Vaccine requirements. The Construction Management team must be able to work and communicate with Phelps Health and the entire Project Team. A. Leadership Team Organizational Chart Resumes 5. Provide a summary describing why your firm is the most qualified resource and would provide the most value in assisting Phelps Health for this effort (two-page maximum). B. SELECTION CRITERIA Phelps Health will use the following criteria as principal considerations to evaluate RFQ submittals: Firm s Overall Qualifications and Health Care Experience & Capabilities Leadership Team Depth of Resources Project Controls Safety, Quality, Budget, and Schedule Firm s Ability to Provide Value to Phelps Health Demonstration of Ability to Perform Projects Comparable in Design, Scope, and Complexity Demonstration of Good Faith Efforts to Achieve Compliance with Federal, State, and Local Affirmative Action Requirements References of Owners for Which Construction Management has been Performed Financial Strength Qualifications of In-House Personnel Who will Manage the Project The Demonstration of Successful Management Systems Employed for the Purposes of Estimating, Scheduling, and Cost Controls. After the CMAR candidates are shortlisted through the RFQ, the short listed CMAR candidates must submit information in response to Phelps Health s Request for Proposal (RFP) as to fees for overhead, profit, and reimbursable costs for reimbursable items. No more than five CMAR candidates will be short listed and requested to submit a RFP. Phelps Health reserves the right to waive any informalities or minor defects in the received proposals and will accept the RFQ that, in the judgment of Phelps Health, will serve the best interests of Phelps Health. SUMMARY Submitted RFQ responses should thoroughly address all of the items in A: General Requirements (RFQ). Responses that do not address all of these items will be considered incomplete and non-responsive and shall not be evaluated.
