Palm Beach County (County) is seeking proposals from qualified firms to provide program management services to assist the County's Facilities Development Operations Department (FDO)/Capital Improvement Division (CID) in managing an expanded General Government Capital Program (GGCP). Other County construction departments may also use this contract for program management services. It is anticipated that one (1) firm will be selected for a five (5) year contract. No minimum amount of services is guaranteed. This is not an exclusive contract. Responses will be evaluated based on the selection criteria set out in the RFP including the Affirmative Procurement Initiatives (APIs) determined by the County's Goal Setting Committee. The APIs for this solicitation are: Up to 15 points shall be awarded based on the level of M/WBE dollar participation for African American and/or women owned businesses that has been committed to on the prime respondent's team. GSC Findings to support M/WBE preference: The County's Disparity Study found disparity in professional services contracting for African American and women owned businesses. The SBE goal for this Contract is a mandatory minimum of 20% participation. At the time of proposal submission, respondent must be properly certified and licensed in the State of Florida and/or Palm Beach County, as applicable, for the purpose of performing the specified work. Palm Beach County reserves the right to waive any irregularities or reject any and all proposals. The method of Contractor Selection has not been Determined at this time.
