The Texas Tech University System (Texas Tech) seeks Statements of Qualification for DesignBuild services from qualified firms to manage the professional design and construction services of the project(s) described below. Section 51.780 of the Texas Education Code (TEC) defines DesignBuild firm as a partnership, corporation, or other legal entity or team that includes an engineer or architect and builder qualified to engage in building construction in Texas. The successful DesignBuild firm will contract directly with Texas Tech and will work cooperatively with Texas Tech to successfully complete the full scope of the Project within the project budget and agreed schedule. This Request for Qualifications (RFQ) provides information on the Project, the Minimum Scope of anticipated Design-Build Services required and information to aid in preparing responses to this RFQ. All inquiries regarding this Project and RFQ must be in writing and must be submitted to the Senior Program Director (ODR) listed below in sufficient time to allow Texas Tech to respond. Questions directed to other Texas Tech officials or other agencies except as outlined in Paragraph IX will receive neither consideration nor a response. Facilities Planning and Construction is not responsible for the accuracy or comprehensiveness of information provided by other Texas Tech officials or other agencies. Firms should not rely on information obtained from sources other than the Senior Program Director listed below. Texas Tech reserves the right to waive any or all formalities. This RFQ does not commit Texas Tech to select a respondent or to award a Contract to any respondent. Texas Tech reserves the right to accept or reject, in whole or in part, any proposal it receives pursuant to this RFQ. Submissions which are qualified with conditional clauses or alterations, or items not called for in this RFQ, or irregularities of any kind, are subject to disqualification by Texas Tech at its option. If Texas Tech receives fewer than three responses, Texas Tech has the right to reissue this RFQ in order to gain additional respondents. Project Budget: $36,000,000 Approx. Construction Budget: $30,000,000 to $32,400,000 The ASU central plant is located near the center of campus in the basement of the Food Services Building. It provides continuous cooling and heating services to multiple buildings on campus. The plant currently houses a total of six water-cooled centrifugal chillers, five horizontal split-case chilled water pumps, five horizontal split-case condenser water pumps and a large built-in-place cooling tower assembly comprised of eight cells. The facility also houses the campus heating water and domestic hot water production systems. The central plant was originally constructed as an integral part of the original campus and has been continuously built out over time. Much of the equipment is in good working condition while some of the equipment that is operating today is original equipment that is outdated and has met or exceeded its useful life expectancy The campus is also projecting growth that will need to be supported by the campus distributed utilities. ASU estimates an additional 2,000 tons of cooling capacity and an additional 16,000 MBH of heating capacity will be required within the next decade. The Project Team is to provide the design and infrastructure for the future campus growth with the additional plant capacity required and minimize the impacts to campus operations. The scope of the project is to include new adiabatic cooling towers, chilled water pumps and condenser fluid pumps which will supplement the existing plant in order to replace the existing evaporative cooling towers with new, more water and energy efficient adiabatic cooling towers. Piping will be configured to obtain more flexibility and redundancy between the chillers, chilled water pumps and condensing fluid pumps. Antiquated and oversized gas-fired boilers will be replaced with more efficient gas-fired boilers. BAS System will be upgraded throughout the distribution with control elements that will greatly improve the Owner's ability to maintain the system and evaluate and document plant performance. All the major plant equipment and controls configured and operating in a manner that is conducive to the implementation of a third-party energy optimization algorithm similar to CPO-30 and Hartman Loop technology. Furthermore, an addition of a new chilled water and heated water plant will include variable speed centrifugal chiller with chilled water pumps, gas-fired boilers, heated water pumps, adiabatic cooling towers. The location for the new utility plant is at the end of the existing utility tunnel, west of Johnson Street, near the existing Clinic building. This addition will resolve flow issues on the expanding west end of campus.
