The Port requires a qualified and experienced environmental consultant to provide professional services on an as-needed basis to assist in the compliance with the Ports Phase I MS4 NPDES permit. Refer to Exhibit 1 for a copy of the Ports MS4 NPDES Permit, Exhibit 2 for a copy of the draft Storm Water Management Plan, and Exhibit 3 for a summary of anticipated program support needs. Work will be performed as needed and as requested by the Ports Environmental Department. Contract length is for a one year period; September 1, 2022 through August 31, 2023, with two additional one-year options. The scope of work includes occasional BMP and treatment system construction or repair and hazardous material removal. Field staff must have 40-hour Hazwoper Training. The daily rounds inspector will also be required to maintain a California Air Resources Board (CARB) visible emissions evaluation certification (Course #100 and #100.1). All personnel assigned to this project must maintain a valid Transportation Security Administration (TSA) Transportation Worker Identification Credential (TWIC) card. Submitters are solely responsible for all costs associated with obtaining and maintaining these licenses and certifications. This project is not subject to prevailing wage laws due to the Professional nature of the labor classifications and skills required. Port shall not accept a submittal from a firm who is ineligible to bid or work on, or be awarded, a public works project pursuant to California Labor Code Section 1777.1 or 1777.7. Responding firms shall not include in its Submittal any subcontractor who is ineligible to bid or work on, or be awarded, a public works project pursuant to California Labor Code Section 1777.1 or 1777.7. Port specifically reserves the right, in its sole discretion, to reject any or all RFP submissions, or re-submissions, or to waive inconsequential deviations from RFP requirements not involving time, price, or quality of the work. The method of contractor selection has not been determined at this time.
