The purpose of this RFP is to solicit additional Contractors for the established Contract Release B-303(5) for bituminous materials, oils and emulsions to State agencies and Cooperative Purchasing Venture (CPV) members, on an as needed basis to increase Contract group coverage throughout the State. All existing Contracts will remain in place and will maintain their current group coverages. Existing Contractors wishing to add new groups to their contract may also respond to this RFP. Both winter and summer season products are included in this Solicitation. New Contract term will begin on August 1, 2022, or on the date of contract execution to June 30, 2023, with the option to extend up to an additional 48 months in increments determined by the State. This will co-term the new Contracts with the existing Contracts on Contract Release B-303(5) for Bituminous Materials, Oils and Emulsions. Any question and/or clarifications in regard to the solicitation response shall be made in writing to Tou Yang at tou.d.yang@state.mn.us. If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the solicitation, the Responder must immediately notify the Acquisition Management Specialist/Buyer in writing of such error and request modification or clarification of the document. All questions should be submitted no later than July 14, 2022. The State is not obligated to answer questions submitted after the questions/clarifications due date and time. Responders are not to contact anyone within any other State Agency regarding this solicitation.
