Site work and new construction of a residential development in Okmulgee, Oklahoma. Completed plans call for the construction of a residential development; and for site work for a residential development.

***This has not been approved by the National Council and will not be till mid January. The Muscogee (Creek) Nation Department of Housing, hereinafter referred to as MCNDH, is soliciting bids for the new construction of four (4) single family homes located in Henryetta, OK and Wetumka, OK. A 5% bid bond/guarantee is required to submit a bid. A 100% payment and performance bond will be required within 10 days of notification of contract award. This project will be awarded as one single contract. This solicitation is NOT restricted to Indian-owned firms in accordance with Federal Regulations 24 CFR 1000.48, .50, .52 and the MCNDH Procurement Policy Section II.A.6.c.(3). Non-Indian owned firms are allowed to bid on this solicitation with a preference given to Indian owned firms in the form of an "X" factor. To be considered as an Indian-owned firm, the business must be majority owned by a member(s) of a federally recognized Indian Tribe. All Indian owned bidders must be certified by the MCN Contracting and Employment Support Office (CESO) in order to receive the "X" factor preference. CESO can be reached at 918-549-2962. The work to be performed under these contracts are subject to Section 7(b) of the Indian SelfDetermination Act (25 U.S.C. 450e(b)). Section 7(b) requires that to the greatest extent feasible: (i) preference and opportunities for training and employment shall be given to Indians, and (ii) preference in the award of contract and subcontracts shall be given to Indian organizations or Indian-owned economic enterprises. The parties to this contract shall comply with the provisions of Section 7(b) of the Indian Act. In connection with these contracts, the contractor shall, to the greatest extent feasible, give preference in the award of any subcontracts to Indian-owned economic enterprises, and preferences and opportunities for training and employment to Indians. The contracts shall include this Section 7(b) clause in every subcontract in connection with the project, and shall, at the direction of the recipient, take appropriate action pursuant to the subcontract upon a finding by the Department of Housing or HUD that the subcontractor has violated the Section 7(b) clause of the Indian Act. The MCNDH reserves the right to reject any or all bids. Employees of the Muscogee (Creek) Nation or entities thereof are ineligible to receive contracts for goods or services in accordance with NCA #89-04.
