The Village of South Elgin, Illinois, (OWNER) is requesting Bids for the construction of the following Project: Raymond Street Culvert Rehabilitation. The Project includes the following Work: The rehabilitation of two culverts under Raymond Street including curedin-place (CIP) lining, pipe bursting, tree clearing, haul route preparation, minor slope stabilization, restoration, traffic control and protection, and appurtenant work utilizing local funding. The project requires each respective Pipe Bursting Contractor or CIP Lining Contractor to have actively engaged in the installation of pipe using Pipe Bursting and/or CIP lining for a minimum of five (5) years and have installed, as a company, a minimum of 20,000 feet in similar conditions. The contractor must provide at least five (minimum) similar projects completed by the contractor within the last five years in the State of Illinois. Overnight mailing of Bidding Documents will not be provided. All Bidders submitting a sealed Bid shall obtain the Bidding Documents from WBK Engineering, LLC. Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive. Plan Holders are requested to provide an e-mail address if they wish to receive addenda and other information electronically. Plan Holders are requested to designate whether they are a prime contractor, subcontractor, or supplier if they want this information posted on the Project Plan Holders List. Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/1-12 the "Prevailing Wage Act") as ascertained by the Village or by the Illinois Department of Labor for Kane County, Illinois shall be paid for each craft or type of worker needed to execute the contract or to perform such work. The Contractor is required to be IDOT prequalified to bid on this project. If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ a work force that consists of at least 90% Illinois laborers. An "Illinois laborer" is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder's subcontractors. The Village of South Elgin reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 85 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder.
