Site work and paving for a civil project in Montrose, Colorado. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

Water Treatment Plant Package (Package 1): is to be designed and constructed in three phases using the PDB delivery method: Phase 1 Design Basis: Prepare design to 30% level (Basis of Design) and submit to CDPHE for conditional approval. Phase 1 is complete when there is an agreement on all relevant design criteria, project phasing, treatment processes, appurtenances, and major items of equipment and the PDB team has produced a detailed cost model and an initial price proposal at 30%. Evaluation of construction means and methods, materials of construction, alternate construction or installation systems may occur informally during Phase 1 but should be generally reserved for Phase 2 Design and Preconstruction Services. Phase 1 Deliverables Basis of Design Report Conceptual Drawings Preliminary schedule Phase 2 Design and Preconstruction Services: Prepare design to 60% (Preliminary Design), submit application for construction approval to CDPHE, and prepare a Phase 3 Proposal. Phase 2 is completed when there is agreement on the Project schedule and a stipulated cost proposal has been accepted. Phase 2 Deliverables Required plans and specifications for CDPHE approval Stipulated cost proposal with the detailed program schedule/implementation plan, an updated risk register, and summary of key design assumptions Phase 3 services: Complete design, procurement of subcontractors and vendors, self-performance of certain elements of the construction (where permitted and at the P7WA's discretion), and full construction and commissioning. Waterline Package (Package 2): is to be designed and constructed in two phases and amended into the prime contract: P7WA's OA will prepare design documents in conjunction with completing the National Environmental Protection Act (NEPA) Environmental Assessment (EA) and acquiring easements along the pipeline corridor. P7WA's 30% waterline design package will include topographic survey tied to rights-of-way and parcel boundaries, completed property abstracts and research for impacted properties, and a final waterline alignment. P7WA intends to combine the Waterline Package (#2) into the project in one of the two ways described below. The method of Contractor Selection has not been Determined at this time.
