The Phillips County Commission is soliciting proposals to hire a firm to provide general engineering for public works projects within the Phillips County jurisdictional area. Phillips County will utilize the selected firm(s) to serve as an on-call engineer for professional engineering for 5-years for related activities associated with but not limited to roads, bridges, trails, water, wastewater, stormwater, water resources & watershed studies, solid waste, subdivision reviews, site development, environmental reviews, and other miscellaneous public works projects. Desired services may include planning, preliminary engineering, design, surveying, construction administration and inspection work. The agreement and payment terms will be negotiated with the selected offeror. Responses to this RFP should include: 1. The firm's legal name, address, and telephone number; 2. The principal(s) of the firm and their experience and qualifications; 3. The experience and qualifications of the staff to be assigned to the project; 4. A description of the firm's recent (within five years) experience serving as a county on-call engineer in Montana. Provide experience with grant-funded public infrastructure projects (particularly MCEP, ARPA, CDBG, DNRC, FLAP, TA, and FEMA). Please provide project examples that include the community's size, location, total construction cost, and the name of a local official knowledgeable of the firm's performance. 5. A description of the firm's current work activities and how these would be coordinated with Phillips County projects, as well as the firm's anticipated availability during the term of the project; 6. The proposed work plan and schedule for activities to be performed; and 7. List, including contact name, of other on-call clients in Montana. The proposals will be evaluated based on the following criteria: o Prior on-call engineering experience (25%); o The qualifications of professional personnel to be assigned to the project (20%); o Recent and/or current work for the County, or a similar entity (20%); o The overall quality of the proposal (15%); o The capability to meet time and project budget requirements (10%); o Present and projected workloads (5%); and o Firm location (5%) The Phillips County Commissioners may select finalists to be interviewed at their discretion. The Commissioners will base the finalists' selection on their evaluation of the written responses. The award will be made to the most qualified offeror whose proposal is deemed most advantageous to Phillips County, all factors considered. Unsuccessful offerors will be notified as soon as possible. Questions and responses should be directed to the Phillips County Commission, at (406) 654-2429 or commissioners @phillipscounty.mt.gov. Include 4 (4) copies of the proposals. Proposals may not exceed 20 onesided pages, excluding standard corporate brochures and resumes. Please state "On-Call Engineering and /or Grant Writing and Grant Administration Services Proposal" outside the response package, which must be sent to the Phillips County Commissioners at 314 South Second Ave West, Malta MT. 59538. Phillips County may apply for CDBG grant funds from the Montana Department of Commerce or funding from other federal sources and must comply with Section 3 of the Housing and Community Development Act of 1968. Compliance with the Section 3 requirements of CDBG funding would require that, to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lowerincome residents. Further, to the greatest extent, feasible, business concerns located in or substantially owned by residents of the project area will be utilized. Accordingly, Phillips County reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject all responses deemed unqualified, unsatisfactory, or inappropriate.
