The Rosebud Sioux Tribe is requesting Bids for professional engineering services to develop and complete the design for the shoulder safety improvement of 5.2 miles on North BIA Route 1, starting by the Marshmallow housing on the Rosebud Sioux Tribe Reservation. The work includes the following: PS&E Develop and complete the design: The project requires new pavement markings, installation of 4-foot paved shoulders (3 asphalt over existing gravel base) with a safety edge to eliminate the drop off between the road travel way and the shoulder, installing rumble strip, and restriping using epoxy paint. CMS Services requested are: This project is funded under the Federal Highway Administration, Tribal Transportation Program Safety Fund and the awarded Engineering Firm must have working knowledge of grant reporting and conducting grant adjustments. Conduct the advertising for request for construction bids, aide in analyzing bid results, to include securing bids and furnish a recommendation on award of contract. Ensure completion of project schedule. Track detailed cost estimates for all phases of the project and provide pay estimates. Every 2 weeks hold construction progress meetings or as dictated by the project. The Construction Engineering Firm will not be allowed to self-perform any divisions of the construction work. The Construction Engineering Firm will not be allowed to bid any sections of the construction work. Administer Construction Contract and ensure construction contract requirements are met to include compliance w/environmental commitments, construction specification, safety regulations, meeting project design and requirements. Must provide weekly site visit and coordinate with the RST Transportation Programs 2 road inspectors who will be on site daily. Oversee Final Inspections Project Close out Perform all other related services as required by RST Transportation Program which is negotiable. TECRO FEE Include 4.5% TECRO fee in proposal.
