As of March 15, 2023, this project has been cancelled. *The closed solicitation has been included below for reference: Synopsis: Request for Architectural and Engineer 330 submission Solicitation: 36C25522R0097, Construct New Campus Energy Center, Project No. 657A5-21-401 CONTRACT INFORMATION This A-E Services requirement is being procured in accordance with the Brooks Act (Public Law (PL0582) and implemented in accordance with the Federal Acquisition Regulation (FAR) Subpart 36. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. This procurement is restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms. This requirement is being procured in accordance with the VAAM 836.6 implemented in FAR Subpart 36.6. This is not a Request for Proposal, and an award will not be made with this announcement. This announcement is a request for SF 330 s from qualified Architectural and Engineer (A&E) contractors that meet the professional requirements. After the evaluation of SF330 submissions in accordance with the evaluation criteria, three or more of the most highly qualified firms will be chosen for interviews to present their approach to the design to arrive at selection of the number one firm for negotiations. The Government will not pay nor reimburse any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. The contract is anticipated to be awarded no later than September 30, 2022. Award of any resultant contract is contingent upon the availability of funds. No solicitation document is available and no other information pertaining to project scope, etc. is available at this time. The NAICS Code for this procurement is 541330, Engineering Services and the small business size standard of $16.5 Million. Award of a Firm Fixed Price contract is anticipated. Anticipated time for completion of design is approximately 350 calendar days including time for VA reviews. The A/E firm shall also be required to perform construction period services if award of a construction project contract is made. THE EXCLUDED PARTIES LIST SYSTEM (EPLS): To ensure that the individuals providing services under the contract have not engaged in fraud or abuse regarding Sections 1128 and1128A of the Social Security Act regarding federal health care programs, the contractor is required to check the Excluded Parties List System (EPLS) located at https://sam.gov/content/ for each person providing services under this contract. Further the contractor is required to certify that all persons listed in the qualifications package have been compared against the EPLS list and are NOT listed. During the performance of this contract the Contractor is prohibited from using any individual or business listed on the List of Excluded Individuals/Entities. E-VERIFY SYSTEM: Companies awarded a contract with the federal government shall be required to enroll in E-Verify within 30 days of the contract award date. They shall also need to begin using the E-Verify system to confirm that all of their new hires and their employees directly working on federal contracts are authorized to legally work in the United States. E-Verify is an Internet-based system that allows an employer, using information reported on an employee's Form I-9, to determine the eligibility of that employee to work in the United States. There is no charge to employers to use E-Verify. Submission information incorporated by reference is not allowed. All submissions must be in pdf and emailed. Completed package shall be delivered on or before August 2, 2022, by 12:00PM CT to the following email address: maria.hoover@va.gov. The 330 submission must be a pdf document and must be below 20 MG. PROJECT INFORMATION The scope of this project is to consolidate the disparate components of the facility s energy production and management systems (Buildings 14 & 49) under one roof. Building 14 (B14) of the Marion VAMC currently serves as the campus boiler house and was built around 1940. The building has three stories and a bi-level configuration with the boiler spaces not having separated floor levels. It includes a basement level (some sub-basement spaces) and is approximately 6,185 square feet in total space. The structure consists of reinforced concrete floor and roof slabs supported off structural steel beams/trusses and columns with reinforced concrete/masonry infill walls for lateral support. It houses three (3) 250 BHP firetube, steam-generating boilers as well as all boiler operational and support systems. The existing boiler house serves the following buildings on campus; 1, 2, 13, 15, 16, 23, 38, 42, 43 & 49. Building 49 (B49) currently serves as the campus chiller plant and was built in 1992-1993. It is a single-story structure, roughly 2,000 square feet in area. It is constructed of masonry bearing walls with a metal roof deck over steel joists. It houses three (3) 400 T centrifugal water chiller units, one (1) 900 GPM heat exchanger and all primary and secondary pumps and controls. The plant exterior also includes a fenced-in area which contains two (2) 1,740 GPM (580 T) cooling towers and one (1) 1,200 GPM (400 T) cooling tower. The existing chiller plant serves the following buildings on campus; 1, 2, 37, 38, 42 & 43. Project Intent: Demolition: Project approval by the Illinois State Historic Preservation Agency is required and all proposed demolition activity will be subject to the conditions of that agency s approval. B14 will be demolished as part of this project. This demolition shall include any ancillary facilities adjacent to B14 which are rendered useless by the B14 demolition. The demolition activity shall include all work necessary to return the site to its original configuration. B49 will be demolished as part of this project. This demolition shall include any ancillary facilities adjacent to B49 which are rendered useless by the B49 demolition. The demolition activity shall include all work necessary to return the site to it s original configuration. The demolition shall include removal/relocation/abandonment of all underground plumbing and electrical services which shall require reconfiguration or rerouting to serve the new energy center location. Site Investigation: A survey of existing conditions as they relate to the project s proposed scope and requirements shall be completed by the A/E. An investigation shall be undertaken to ascertain the most suitable location for the new energy center. This investigation and the suggested site locations shall anticipate the need for compliance with all applicable regulations which might be imposed by the Illinois State Historic Preservation Office. The principal result of the investigation shall be to provide three (3) options for energy center location within the Marion VAMC grounds, pros and cons for each location proposed as well as estimates of the construction cost associated with each site. These options shall be detailed and illustrated enough for decision-making and shall be presented to the VAMC Engineering Service for consideration. From these options the VAMC will render a decision to pursue for in-depth design. All of the facility s boilers and one of the chiller units will be (at most) one to two years old at the time of the start of this project. Therefore, the site investigation shall also address the possibility of re-use of these essentially new pieces of equipment in the proposed energy center. This aspect of the investigation shall include examination of the phasing and switch-over sequencing required to comply with the facility utility outage requirements discussed below and its effects on utility outage as well as costs associated with the re-use of the aforementioned equipment versus all-new equipment as well as an overall determination of viability of this option. The results of this investigation along with the AE s recommendation shall be made available at the 15% Conceptual Narrative milestone meeting so that the VAMC Engineering Service can determine whether or not they should be incorporated into the project design moving forward. Other discipline-specific investigations or surveys (mechanical/electrical loads) may need to be conducted to adequately perform the work described below. These investigations shall also be considered to be within the scope of this project. EVALUATION FACTORS: Selection criteria are in accordance with Federal Acquisition Regulation (FAR) Part 36.602-1 and VAAM 836.602-1.A Prospective firms are required to address all selection criteria within submitted SF330 packages using additional pages as necessary.A SF 330 submissions including any additional pages are not to exceed fifty (50) pages. Each page cannot exceed 81/2 x 11 in size. Qualifications (SF330) submitted by each firm for Project No. 657A5-21-401 Construct New Campus Energy Center will be reviewed and evaluated based on the following evaluation criteria listed below: Professional Qualifications: the qualifications of the individuals will be examined for experience and education and their record of working together as a team that are necessary for satisfactory performance of required services. The firm and A-E s on staff representing the project or signing drawings in each discipline must be licensed to practice in one of the US States. Provide Professional License numbers and/or proof of licensure. Specialized Experience and Technical Competence: specific experience and technical skill in the type and scope of work required on this project including, design of an energy center, chilled water system, VA boiler, VA Safety and Physical Security design. Experience in abatement of hazardous construction materials, energy conservation, pollution prevention, and waste reduction. Include government and private experience on projects similar in size, scope and complexity as well as experience with project phasing in order to maintain facility operation during construction. Capacity to Accomplish the Work: the general workload and staffing capacity of the design office which will be responsible for the majority of the design and the ability to accomplish the work in the required time will be evaluated. In accordance with VAAR 852.219-10(d)(1), prime contractors shall clearly state and demonstrate how they will meet the requirement that at least 50 percent of the design work be accomplished by employees of the concern or employees of eligible service-disabled veteran owned small business subcontractor/consultant. Past Performance on similar project contracts with the Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Performance on past Government contracts as indicated in Federal performance reporting databases is encouraged. Failure to provide requested past performance data, accessible points of contact or valid phone numbers could result in a firm being considered less qualified. Past projects provided for reference shall be the work of the office/branch/individual team member proposed to be performing work under this contract. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Reputation and standing of the firm and its principal officers within the design community with respect to professional performance, general management and cooperativeness, including awards, merits and recommendation. Record of significant claims against the firm or terminated contracts because of improper or incomplete architectural and engineering services. The extent to which potential contractors identify and commit to the use of service-disabled Veteran-owned small businesses. Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates. MAGNITUDE OF CONSTRUCTION PROJECT: Between $10,000,000 to $20,000,000. A/E will also be required to incorporate bid items into the bid documents that will allow for a 20%budget reduction. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range.
