Renovation of a medical facility in Manchester, New Hampshire. Completed plans call for the renovation of a medical facility.

Project Location: Department of Veterans Affairs, 718 Smyth Rd, Manchester, NH 03104. Magnitude Of Construction: Between $250,000 and $500,000. SOW: The project required the correction of several deficiencies that were found in Building 7 Boiler Plant's electrical infrastructure. In accordance with the SOW and Building #7 Emergency AE Service Report, construction sequencing documents for the corrected actions should be completed before October 1, 2022, and the corrective construction will begin after May 1, 2023. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Subsequent task orders are 100% set asides for verified Service Disabled Veteran Owned Small Business (SDVOSB). The award of this requirement shall not be delayed due to loss of SDVOSB verification This report documents the findings of a critical and emergency electrical vulnerability assessment and condensate system evaluation at the Central Heating Plant conducted on behalf of the Manchester VA in response to solicitation request on January 14, 2021 and Contract Number 36C24121P0434. A no-cost contract modification is to redirect the scope from focusing on the boiler and generator fuel systems as outlined in the original statement of work (SOW) to review and troubleshooting of the plant condensate systems. Recommendations to correct deficiencies found, improve performance, and increase reliability will be provided herein. Detailed design documents are not included in this. DATA REVIEW Above Group has reviewed the following data sources in generating this report: o Boiler and Generator construction documents, redlines, and as-built drawings o Building 7 Electrical one-line diagrams o Final Commissioning Report Boiler and Generator o SOW B7 Boiler Plant Corrections o "Generator Monthly Test 1-8-21" Emails o 237300-079R1 MAU Record Package and O&M Manual o Boiler Manuals o Condensate Mixer and Pump IOM o Johnson Controls OM Manual and MAU narrative o VAMC Manchester Electrical Condition Assessment This report documents the findings of a critical and emergency electrical vulnerability assessment and condensate system evaluation conducted on behalf of the Manchester VA Medical Center, Central Heating Plant, Building #7 located at 718 Smyth Road in Manchester, New Hampshire. The onsite assessment was conducted by Above Group (AG) on April 1, 2021 for Contract Number 36C24121P0434. This is a final report of findings which has been updated based on further study of the systems involved and comments received by VA. The Central Heating Plant just completed a major renovation in 2020 including the installation of three new scotch marine style fire tube boilers, three 500 kW diesel generators, and ancillary steam systems including makeup air units. No critically urgent problems were discovered by AG at the time of this report. However, areas of concern and recommendations are provided herein. Above Group has identified following items of concern; analysis, discussion, and recommendations have been provided with additional detail in the sections to follow: o Condensate return piping from makeup air units steam coils and steam unit heaters has several problematic design and installation issues, and is thought to be causing water hammer and poor makeup air unit (MAU) control: o condensate return not able to drain by gravity and not continuously sloped to receiver o condensate return lines sized for liquid only flow and not two-phase flow o incorrectly oriented steam strainers o Temperature in small condensate receiver may be too hot for pump NPSH requirements. o Electrical panels feeding boilers do not have surge protection o Breaker setting not adjusted per the campus coordination study The following are recommended follow up actions that should be completed as a result of the study: o Install flash tank with steam pressure motive pumps for high-pressure condensate return and reconfigure piping o Reposition steam strainers o Replace bronze dirt leg and unit heater valves o Install Surge Protection at all emergency system panelboards and switchboards. o Install UPS sized for boiler controls at minimum, or sized for full "ride-through" capacity o Option 1 - Controls only (3 KVA) o Option 2 - (2) Boilers at a time (40 KVA) o Option 3 - All (3) Boilers (70 KVA)
