THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement (if any) that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Systems Command, Southeast, (NAVFAC SE) is conducting market research of industry to identify potential firms, with current relevant qualifications, experience, personnel, and capability to perform services required for a Firm Fixed-Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for: PROFESSIONAL ENGINEERING SERVICES FOR VARIOUS PROJECT TYPES AT DOD AND NON-DOD ACTIVITIES IN THE AREA OF RESPONSIBILITY SERVED BY NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND SOUTHEAST The anticipated firm fixed price IDIQ contract will not exceed $10M over the life of the contract. The contract shall not exceed 5 years or $10M. The estimated range of task order values is $5,000-$300,000. The range is an estimate and the Government may place orders below or above this amount. The NAICS code for this contract will be 541330 and the size standard is $22,500,000. This sources sought is for services that will primarily be required in Alabama, Florida, Georgia, Louisiana, Mississippi, Texas, South Carolina, Tennessee, Guantanamo Bay Cuba, Bahamas, and Puerto Rico. It is anticipated that most work will be in the Southeast AOR, however the contract may also be used at other DOD or non-DOD facilities in the geographic area for which NAVFAC Southeast performs work and on occasion, worldwide. These actions will be decided on a case-by-case basis, as approved by the Contracting Officer. The required Architect Engineering (A-E) services will primarily be for Hazardous Material and Waste Management Environmental Compliance. Work will include the application of sound engineering principles, processes, analyses, and regulations in the development and refinement of various requirements, such as technical reports and studies, including but not limited to: 1. Hazardous Waste (HW) Management Plans and studies; 2. HW Minimization and Pollution Prevention Plans and studies; 3. HW Contingency Plans; 7/11/2022 Page 2 of 2 4. Solid Waste Landfill Operating and Closure Plans; 5. Resource Conservation and Recovery Act (RCRA) Training; 6. RCRA Part A and B Permit Applications, including Subpart X 7. Solid Waste Permit Applications of all types; 8. Solid Waste Management Plans and Recycling Plans; 9. Emergency Planning and Community Right-to-Know Act (ECPRA) evaluations and Reports (e.g. Tier II EPCRA 312 reports, EPCRA 313 Form Rs, etc.) 10. Environmental Audits; 11. Sampling and Analysis Plans; 12. Engineering designs and cost estimates; 13. Waste Stream Inventories, Determinations, and Profiles; 14. Pharmaceutical Waste Management Plans; 15. Waste Military Munitions (WMM) and Material Potentially Presenting an Explosive Hazard (MPPEH) Management Plans and Range Assessments; All interested firms should be capable of obtaining security clearances, if required. All interested firms shall: 1. Have NAICS 541330, Engineering Services, as an approved NAICS code. 2. Be a U.S. Small Business Administration (SBA) certified 8(a) firm 3. Answer all of the questions in detail, as noted on the Market Research Questionnaire. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made whether to issue the proposed solicitation as a competitive set-aside for U.S. Small Business Administration (SBA) certified 8(a) or sub-categories thereof. Please limit your response to five pages or less. Completed questionnaires shall be submitted to brent.h.kupfer.civ@us.navy.mil. All responses are due by 21 July 2022 at 3:00PM (EST). The method of contractor selection has not been determined at this time.
