The City of Mississauga (City) will be seeking proposals for consulting services to develop three interrelated tactical improvement plans for transportation services: 1. Traffic Management Plan The Consultant will define roles and responsibilities for traffic management at the City and identify how the City's traffic management services can support City strategic policies, including the City's Transportation Master Plan and Vision Zero Action Plan. Currently, traffic management decisions and activities rely on legacy policies and procedures organized around improving vehicle travel. This Traffic Management Plan will reset this approach, transitioning the City from moving vehicles to moving people and goods. Scope items will include staff workshops, background and benchmarking research, and a capability maturity assessment of the City's current processes and organization. The plan will identify the preferred future operational 'end-state' for Mississauga's traffic management services, identifying improvements to governance, organizational structure, tools, and procedures. The plan will include a detailed roadmap to achieve the identified end-state. 2. Transportation Data Plan The City's Transportation & Works (T&W) Department collection and use of data is growing rapidly. T&W business units are routinely looking for or being solicited for new data sources, applications, and analyses tools. Whether considering new data applications or managing existing data streams, the Department's current 'stove-pipe' approach to data management makes sharing, accessing, and using data, especially for other purposes, difficult. This plan will define the core mission and objectives for transportation data and analysis at the City of Mississauga, identify an ideal, state of the art, future transportation data practice to achieve this mission, and a roadmap to develop this data practice. Scope items will include staff workshops, background and benchmarking research, a gaps analysis of current data holdings and data practices, and the development of a data mission and roadmap for the Department. The project will develop a transportation data governance framework to support the implementation of the plan. 3. Arterial & Major Collector Road Safety Plan The City requires an implementation plan and supporting assessment procedures, including a Road Safety Audit Guideline, to improve the safety of all travellers on the City's Arterial and Major Collector streets, with a focus on speed management. Scope items will include staff workshops, background and benchmarking research, a gaps analysis of the City's current processes, network screening to identify problem areas, and an investigation into safety issue causes and appropriate countermeasures. The plan will identify a preferred future 'end-state' for road safety on Arterials & Major Collectors, and develop a plan to achieve this end-state. The project will deliver procedures for staff to use to implement the plan, including a Road Safety Audit Guideline and a countermeasure application decision-making procedure. Staff training at the conclusion of the assignment will be required for the new procedures developed by each project stream. There will be limited public engagement scope, with the City developing its own consultation and education activities, as required. The three project streams are interdependent. The City is seeking a consultant team to deliver all three project streams to maximize efficiency and maintain a strong relationship between each stream. The Consultant shall have proven project management experience delivering a complex programme of initiatives while managing different disciplines. A consultant team with road safety; multi-modal transportation planning; transportation data governance and analysis; traffic management; and organizational management expertise will be required. Firms are encouraged to engage with sub-consultants to provide the required services.
