1.1 PRESENTATION AND SCOPE
1.1.1 GENERAL CONTEXT AND ADMINISTRATIVE STRUCTURE:
The CIUSSS de l'Estrie-CHUS brings together hospitals, CLSCs, CHSLDs,
child and youth protection centers and rehabilitation centers serving the
Estrie region . It has approximately 17,000 employees serving a population of over
500,000 people. The whole includes approximately 2,100 CHSLD beds, 1,100 hospital and
rehabilitation center beds. Its points of service are found throughout the territory of Estrie and are
located in an area ranging from Cowansville in the west to Lac-Mégantic in the east, via
Granby, Magog, Sherbrooke and Val-des -Sources.
The real estate of the CIUSSS de l'Estrie-Chus manages approximately one hundred service points
that occupy buildings that vary greatly in size, use, type and year of
construction.
The buildings of the CIUSSSE de l'Estrie-Chus are managed by the Direction des services techniques
which reports to the Direction générale de l'Établissement.
1.1.2 BUILDINGS WITH 5 STOREYS AND MORE
Buildings with 5 floors or more occupy a special place in the CIUSSSE given their importance
because of their size, their location and their function as Hospitals and CHSLDs. These are
among the oldest buildings in the network, and which despite everything, are very busy with the
population while occupying a key role in their respective communities.
Given the importance of these buildings, the owner plans their inspections,
maintenance and upgrades, particularly with respect to the
exterior envelope.
On the other hand, the CIUSSSE is responsible for complying with the requirements of the
Building Act, Chapter VIII - Building of the Safety Code, which requires
periodic verification and maintenance of facades.
It is with the aim of ensuring the protection of users, the proper functioning of the facilities, the
durability of the exterior envelope and compliance with the Building Act that the owner is issuing
this call for tenders for construction services. facade inspection. All this will make it possible to know
precisely the state of the current facings and to be able to plan

1.1.4 PROJECT DESCRIPTION: SCOPE OF THE MANDATE
In this call for tenders, the CIUSSS de l'Estrie-CHUS is calling on professional architects and
engineers to carry out inspections of the facades of its buildings. In addition to the inspection work
and the preparation of reports, this includes the coordination of exploratory drilling work
by masonry, metal siding or other contractors. It also includes the
planning and coordination of lifting devices on the sites (nacelles, cranes or others)

engineering firm, a firm comprising both professions or even a group acting in a
