This is a COMBINED SYNOPSIS / SOLICITATION prepared in accordance with the format in the Federal Acquisition Regulations (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued. The solicitation number is 12405B22Q0219 and is issued as a request for proposal (RFP). A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2022-06 and are available in full text through Internet access at http://www.acquisition.gov/far. The North American Industry Classification System (NAICS) code is 238350 and the small business size standard is $16.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible small business concerns may submit an offer which shall be considered by the. The Government requires performance of the work in strict accordance as described in Statement of Work (SOW). Description of Work: The U.S. Department of Agriculture (USDA), Agriculture Research Service (ARS), US Vegetable Laboratory, Charleston, SC location has a requirement for Growth Chamber Fiberglass Reinforced Plastic Installation Building#4 (2 rooms, rooms#3 and #4). The contractor shall provide all resources necessary to accomplish the services in strict accordance as described in Statement of Work (SOW). Work includes but is not limited to, providing Fiber Reinforced Plastic panels (white in color), glue adhesive, borders, edges, corners, extenders, screws, tools, knowledge of hanging panels, debris removal, and labor. Each room is approximately 10' x 13' x 10' (to include the entrance door). Description of Tasks and Associated Services and Deliverables: The contractor shall prep all walls associated with this bid for adhesive products. FRP Panels will be secured to all walls and doors from baseboard to ceiling. Panels will be cut to fit around any conduits or obstructions. All debris will be hauled away by contractor. Site Visit. Site visits will occur on Thursday, July 14, 2022, at 9:00 a.m. Eastern Time (ET) and Friday, July 15, 2022, at 9:00 a.m. Eastern Time (ET). Site Visit Location: USDA/ARS/SEA, US Vegetable Laboratory 2700 Savannah Highway Charleston, SC 29414 Point of Contact: Robert Simmons, Facility Manager, Phone: (843)402-5319, robert.simmons@usda.gov DOCUMENTS TO BE INCLUDED IN PROPOSAL: One (1) original fully completed and signed SF-1442 (complete Blocks 14, 15, and 16). Provide SAM Unique Entity ID. Providing a proposal on company letterhead addressing all of the requirements of the RFP, clearly note per item pricing, shipping/handling/delivery costs, and be valid for at least 60 days after receipt of proposal. Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov. FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document. All interested firms wishing to furnish a proposal should submit a proposal by Monday, July 25, 2022, no later than 3:00 p.m. Central Time (CT).
