SOURCES SOUGHT SCI Vestibule & Patio Brockton Campus, VHABHS Project 523A5-21-008 Architect/Engineer (A/E) Statement of Work (Design) The VA Boston Health Care System, Brockton .MA. Campus, has a requirement for the following: Provide all professional architectural and engineering (A/E) services necessary to develop complete drawings, specifications, cost estimates, construction schedules, project phasing, investigations, site visits and construction period services associated with the demolition of existing patio, patio covering and landscape surrounding the open space and construction of new at the Veterans Administration, Boston Healthcare System (VA BHS), Brockton Campus, SCIU Building 8 at 940 Belmont Street, Brockton, MA. Conduct preliminary project scope meetings and site survey investigations to develop the necessary elements for conceptual layout schemes with proposed alternatives consistent with the VA s project team goals as prioritized during preliminary project meetings, field surveys and studies. The design will align with the Veterans Health Administration (VHA) design and construction standards. General Conduct preliminary meetings and site survey investigations to define the necessary elements of the project scope of work fulfilling the goals of the VA s project team (Engineering Service), and presentation of preliminary layout plans with proposed alternatives to the User Group. Based on User Group meetings, PVA concerns and site surveys, prepare a detailed project plan description report pertinent to the project requirements within the constraints of the construction budget consistent with the VA s project team goals. Through the course of the design phase, it will be necessary to interface with Medical Center staff to ascertain the details of the scope through a series of meetings and periodic submissions of documents. Contract and conform to the latest editions of all VA criteria/standards/regulations/design guides, etc. as found on the VA Office of Construction & Facilities Management web site: http://www.cfm.va.gov, in addition to Commonwealth of Massachusetts state codes and regulations, Federal codes, and regulations and ASHRAE Standard 90.1-2007, Energy Standard for Buildings. SCOPE: The scope of this project consists of Architectural, and Engineer (A/E) services required to complete the project. The period of performance for the design is 90 calendar days and shall begin upon issuance of the Notice to Proceed (NTP) by the Contracting Officer. The VA will not be responsible for any costs incurred by interested parties in responding to this announcement. This is Request for Qualifications: The purpose of this notice is to request SF-330 Qualification statements from qualified SDVOSBs that have the experience directed at the requirements of the Statement of work. The design effort is to be completed by more than 50% SDVOSB and VOSB. The NAICS code is 541330 and the small business size standard is $22.5 million. Firms must have valid registration in the System for Award Management (SAM). Visit: beta.SAM.gov to register in this database. SDVOSB firms must be verified in VETBIZ under NAICS 541330. Visit: vip.vetbiz.va.gov RESPONSE: Interested SDVOSB firms must provide their qualifications to the Contracting Specialist no later than 2:00 pm on August 8, 2022, via email to Stephen.Flynn@va.gov The following information is required as a valid response: A positive statement of your intention to submit a proposal in response to a solicitation for this project and include your firm s DUNS Number, Firms address and Contact information. Evidence of your experience in A/E Services for complete design and construction of projects similar to this requirement (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs). Qualifications, Evaluation Factors: Factor 1: Professional Qualifications PROFESSIONAL QUALIFICATIONS NECESSARY FOR SATISFACTORY PERFORMANCE OF REQUIRED SERVICES A.) Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Architectural, Fire Protection, Civil, Mechanical, Structural, and Electrical Engineer). In addition, provide resumes of other relevant team members or frequent subcontractor such as: Architect, Mechanical, Fire Protection Engineers, Cost Estimator, and team members who will perform technical tasks under this contract including their record of working together. B.) The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline. C.) Project personnel shall include Leadership in Energy and Environmental Design (LEED) certification as well as Certified Energy Manager (CEM) certification. D.) Each resume shall include a minimum of three (3) specific completed projects that best illustrate the individual team members experience relevant to this contract scope. E.) Additionally, the firm shall address the criteria for meeting the Limitations on Subcontracting Factor 2: Specialized Experience and Technical Competence SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE A.) Where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. B.) This factor evaluates the amount of experience the AE firm has in designing similar types of work/facilities and evaluating their technical competence. C.) The factor includes an emphasis, where appropriate, on the firm's experience in energy conservation, Stormwater conservation, pollution prevention, waste reduction, and the use of recovered materials. D.) Provide a detailed narrative of up to 4 (maximum) relevant projects completed within the last 5 years, which best illustrate overall team experience relevant to this contract scope. E.) List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract. Factor 3: Past Performance PAST PERFORMANCE A.) NCO 1 will evaluate past performance on recent and relevant contracts with Government agencies (emphasis on VA work) and private industry in terms of cost control, quality of work, compliance with performance schedules and a record of significant claims against the firm due to improper or incomplete engineering services (references required). Recency is defined as performance occurring within 5 years of the date of this Notice, except that ongoing project must have begun no less than one (1) year prior to the issuance of this Notice. Relevancy is defined as performance of work on projects that are similar in scope to the types of projects anticipated under the resultant contracts. Respondents with no previous past performance shall so state when addressing the selection criteria. B.) Documentation supplied should detail firms ability to work with government entities and design standards or similar relevant experience with other entities. Factor 4: Location LOCATION - The A/E Firm must be within a 200-mile radius of the location(s) of 940 Belmont Street, Brockton, MA 02301 with its branch office or subcontracted field office within a 100-mile radius. This distance is determined according to Google Map directions. This factor evaluates the distance the AE firms design office or offices lies from the location of work. Please provide the address(es) and distance of your closest office to 940 Belmont Street, Brockton, MA 02301. SF-330 Architect- Engineer Qualifications completed for the intent of the project. Evidence that your SDVOSB firm will perform more than 50% of the requirement with a qualified SDVOSB and or VOSB team Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB Firm. EVALUATION FACTORS: Adjectival Description Exceptional A comprehensive and thorough presentation of extraordinary merit with one or more significant strengths. Offeror s response is clearly superior. The response is innovative and exceeds requirements. No deficiency or significant weaknesses exists. Good Exceeds all the minimum requirements of the criteria; has an above average probability of success; contains no significant weaknesses and only minor, correctable weaknesses exist. Acceptable Meets all the minimum requirements of the criteria; has an average probability of success; no significant weaknesses and any deficiencies can be readily corrected. Marginal Fails to meet one or more of the minimum requirements of the criteria; low probability of success; major weaknesses and/or significant number of deficiencies exist. Unacceptable Fails to meet any of the minimum requirements of the criteria; very low probability of success. Neutral (Applies only to Past Performance) Offeror s performance record, relevant past performance or information on past performance is not available SELECTION PROCESS: The A/E selection will be completed in two stages as follows: In Stage I, interested firms will submit SF-330 Qualification Statements of Capabilities. In Stage II, the A/E team most qualified will be requested to submit a price proposal for negotiations in an issued Request for Proposal.
