Site work and paving for a mixed-use development in Laredo, Texas. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

Proposals will be taken under advisement via live stream through the City of Laredo website (http://laredotx.swagit.com/live) on Thursday, July 21, 2022, at 10:00 A.M. (local time) for the furnishing of all necessary materials, machinery, equipment, labor, superintendence, and all other services and appurtenances required for the FY22-ENG-34 Laredo International Airport Construct Taxiways H1 & H2 and Taxiway A Reconstruction project, and shall include acknowledgement of any addenda submitted, and all other documents included in said bid call. Said bid shall be marked, FY22-ENG-34 Laredo International Airport Construct Taxiways H1 & H2 and Taxiway A Reconstruction Construction Companies may submit their Request for Bid electronically through the use of Cit-E-Bid and you must register as a supplier/consultant prior to submitting. If bidder needs to hand-deliver sealed Request For Bid, please follow the steps below: MANUAL BID DROP-OFF PROCEDURES NOTE: Manual Bids will be accepted up to the first 45 minutes of the hour before they are due. For example, if bid is due at 4:00, bids will be accepted up to 3:45 p.m. of the date due. Please make sure that the bid is in a sealed envelope marked with the following: Name of Bid Name of Company submitting Bid Email of Company's point of contact Address of Company submitting Bid Please notify security officer that you are there to drop off a bid with the City Secretary. The security officer will notify the City Secretary's Office and one of our staff members will go downstairs to receive the bid. All vendors should wait outside until we pick the envelope up, go back up to the 3rd floor to time-stamp the envelope, make a copy of it and bring it back to you. (We highly recommend the vendor wait to receive a copy of the time-stamped envelope.) Thank you for your understanding and help at this time of trying to stay healthy and safe. City Secretary's Office The project consists of: The construction of two new taxiways, Taxiway H1 and Taxiway H2, between Taxiway J and the Terminal Apron, and the decommissioning of Taxiway H. The project includes demolition of existing pavement, new asphalt pavement base, new 17" P-501 concrete pavement section, drainage improvements, taxiway lighting and signage, and airfield markings. The project also includes of the reconstruction of a portion of Taxiway A in the west cargo apron. The project will be constructed in five phases. Each phase will be constructed separately, and construction of the previous phase must be completed prior to starting the next phase. The major construction bid items consist of the following: Base Bid: The base bid consists of approximately 4,200 square yards of pavement demolition, 9.600 square yards of 6" flexible base course, 4,600 tons of asphalt base course, 1,450 tons of asphalt surface course, and 9,150 square yards of 15" P-501 concrete pavement. The base bid also includes drainage improvements, airfield lighting, and signage. 270 calendar days will be allowed for the base bid. Bid Alternate 1: Consists of reconstruction of approximately 4,470 square yards of Taxiway A, south of Taxiway D. The reconstruction consists of full depth pavement removal of the asphalt pavement section and construction of a full-strength concrete pavement section. 60 additional calendar days will be given for Bid Alternate 1. Bid Alternate 2: Consists of reconstruction of approximately 2,310 square yards of Taxiway A, south of Taxiway D. The reconstruction consists of full depth pavement removal of the asphalt pavement section and construction of a full-strength concrete pavement section. 60 additional calendar days will be given for Bid Alternate 2. Bid Alternate 3: Consists of reconstruction of approximately 2,190 square yards of Taxiway A, south of Taxiway D. The reconstruction consists of full depth pavement removal of the asphalt pavement section and construction of a full-strength concrete pavement section. 60 additional calendar days will be given for Bid Alternate 3. Construction of Bid Alternate 3 will be concurrent with Bid Alternate 2. Bid Alternate 4: Bid Alternate 4 replaces Taxiway H1 and H2 asphalt shoulders with a 12" P-501 concrete section. Bid Alternate 3 consists of construction of 6,220 square yards of 12" P-501 concrete pavement on asphalt base on flexible base. No additional calendar days will be given for Bid Alternate 4. Construction contract time for the project is Base Bid - 270 Calendar Days Bid Alternate 1 - 60 Calendar Days Bid Alternate 2 - 60 Calendar Days Bid Alternate 3 - 60 Calendar Days* *No additional calendar days will be awarded to Bid Alternate 3 if it is awarded with Bid Alternate 2. Each bid and a bid guaranty in the form of a bidder's bond having a minimum Best's Rating A according to Best's Key Rating Guide Latest Edition from a surety duly authorized and licensed in the State of Texas, certified check, or cashier's check must be originals and must be submitted in a sealed envelope plainly marked with the name of the project as shown above, and the name and address of the Bidder. When submitted by mail, this envelope shall be placed in another envelope addressed as indicated in this Notice to Bidders and shall be marked as a bid for the project above referred. Further, on federally funded projects only, contractor must comply with the Federal Labor Standards Provision, Davis Bacon Act, Equal Opportunity Clause, Wage Determination and Federal Aviation Administration (FAA) Requirements specifically as it regards payrolls and basic records. The bidders shall make good faith efforts as defined in appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation to subcontract 3.99% of the dollar value of the contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). The successful Bidder or Offeror must provide written confirmation of participation from each of the DBE firms the Bidder or Offeror lists in its commitment within five days after bid opening. 1) The names and addresses of Disadvantaged Business Enterprise (DBE) firms that will participate in the contract; 2) A description of the work that each DBE firm will perform; 3) The dollar amount of the participation of each DBE firm listed under (1) 4) Written statement from Bidder or Offeror that attests their commitment to use the DBE firm(s) listed under (1) to meet the Owner's project goal; and 5) If Bidder or Offeror cannot meet the advertised project DBE goal, evidence of good faith efforts undertaken by the Bidder or Offeror as described in appendix A to 49 CFR part 26. Forms corresponding numbers 1-4 (Letter of Intent) and the form corresponding to number 5 (LRD-GFE-RSPV) which can be found in the bid documents. Only the bids and bid guaranties actually in the hands of the designated official at the time set in this Notice to Bidders shall be considered. Bids submitted by telephone, telegraph, or fax, will not be considered. Bidders are expressly advised to review Section C-3.10 of the General Conditions of the proposed Contract as to the causes which may lead to the disqualification of a bidder and/or the rejection of a bid proposal. Unless all bids are rejected, the Owner agrees to give Notice of Award of Contract to the successful bidder within ninety (90) days of the bid opening. Bidders are expected to inspect the site of the work and inform themselves regarding all local conditions. Bidders are advised to review the Key Points of Public Right-of-Way Ordinance on Legal Relations and Responsibilities to the Public Division C-7.15.
