Site work for a transportation facility in New York, New York. Completed plans call for site work for a transportation facility.

The Metropolitan Transportation Authority ("MTA"), by and through the MTA Construction & Development Company ("MTA C&D"), seeks to identify and engage a qualified Design-Builder to perform the design and construction Work under the terms of Contract E-40200, which calls for the services to develop and pilot a computer aided decision support (CADS) system for the NYCT Subway emergency ventilation system. The CADS system will be designed to recommend emergency ventilation system operations and safe passenger egress from tunnels and stations during fire or smoke events. The The Work for this pilot project will be confined to the tunnels serving the J and Z lines between Chambers Street and Broad Street and the Broad Street, Fulton Street, and Chambers Street stations. The Work under Contract E-40200 is for design-build services to develop and pilot a computer aided decision support (CADS) system for the NYCT Subway emergency ventilation system. The CADS system will be designed to recommend emergency ventilation system operations and safe passenger egress from tunnels and stations during fire or smoke events. The Work for this pilot project will be confined to the tunnels serving the J and Z lines between Chambers Street and Broad Street and the Broad Street, Fulton Street, and Chambers Street stations. The Project will include the following phases: Phase 1: In this phase the Design-Builder will collect data, including station and tunnel/track dimensions, fan plant capacities, modes of operation for equipment, and airflow in order to create a simulated computer model. The Design-Builder will develop the CADS system and test it in the simulated computer model. The Design Builder will design the CADS system to update its recommendations in real-time based on data gathered during a fire/smoke event. In addition, the Design Builder will design the CADS system to store data to enable improved planning, analysis, and to support investigations. Phase 2: Design-Builder will integrate the CADS system with the MTA's supervisory control and data acquisition system (SCADA) and other sources. The CADS system will be designed/developed to allow for its use on an existing Train Console Dispatcher workstation to allow personnel using CADS to operate from a single screen. This phase will be used to demonstrate the system in a live environment with real time and stored data used to refine the CADS system's recommendations. In parallel with this phase of the CADS system development, the Design-Builder will also design and install a tunnel sensor system to detect fire/smoke conditions within the Project area. Phase 3: The Design-Builder will integrate the tunnel sensor system into the CADS system. Subject to the requirements of the RFP, the Design-Builder will be required to provide all planning, design, engineering, and construction services to complete the Work on time and within budget. Goals: 15% MBE; 15% WBE; 6% SDVOB Contract Term: 20 Months Est $ Value: $10M - $50M *The value for this project is based on a financial range.
