The purpose of this Request for Qualifications (RFQ) is to identify qualified individuals or firms, interested in performing the development of a master plan for the future of electric vehicle charging in the City of Marysville, Ohio. The plan will serve as a resource for future land use planning by Engineering department. Marysville is a City of approximately 25,000 located 25 miles northwest of Columbus, Ohio and serves as the county seat of Union County. Due to its designation as the county seat, Marysville has historically served as the hub of government and administrative activity for Union County, as well as the center of commercial and industrial development. Marysville is also home to Honda's largest manufacturing and research facilities in North America since the 1970s. Marysville continues to be at the forefront of Connected / Autonomous Vehicle (CV/AV) technology development. All 32 signalized intersections within the city have been outfitted with connected vehicle equipment and technology. The city is actively partnering with DriveOhio and several private companies to deploy and test new technologies and various use cases throughout the city. Marysville continues to position itself to support the future of travel including Honda's initiative to produce only electric vehicles by 2040. The City of Marysville is requesting qualifications from qualified consultants to lead the City in the development of a master plan for electric vehicle charging infrastructure. The City seeks a consultant that will study current conditions and potential future scenarios of EV charging infrastructure on both public and private property. The primary tasks of this project are to develop a master plan for electric vehicle charging infrastructure and complete a study on the existing conditions in the City of Marysville. The Marysville Electric Vehicle Infrastructure Master Plan should also integrate all of the City's existing planning documents which can be found in the reference section. The elements of the Master Plan should include, but need not be limited to: Existing Conditions Charging stations (Public/Private) Electrical grid (AES, URE, etc.) Current Electric Vehicles and infrastructure in study area Trends (Market/Agencies/etc.) Future electric vehicle charging landscape Residential Public Access Fleet charging Zoning changes to support and incentivize electric vehicle charging infrastructure Implementation strategy for electric vehicle fleet The City of Marysville intends to use a Quality Based Selection Process in accordance with the Ohio Revised Code, Sections 153.65 - 153.71. The purpose of this SOQ is to determine consultant qualifications. The information provided with this SOQ should be sufficient for the purposes of this request. Therefore, knowledge of additional project specifics is not explicitly required for this process and contact with City Personnel for additional detailed information should not be necessary prior to submittal. Submittal evaluations will be done in accordance with the criteria and procedure defined herein. A firm will be chosen on the basis of their apparent ability to best meet the overall expectations of the City. The City reserves the right to reject any and all submittals. An Evaluation Committee will evaluate all submitted SOQs and rank all interested firms using an evaluation form and criteria approved by the City (see below). The consulting firm, partnership, association or corporation shall have planning, engineering and/or urban design as its primary discipline with other services available as needed. Qualifications of any sub-contractor(s) used to obtain qualifications in the various areas are to be included in the firm's SOQ. Should the Evaluation Committee require revisions or additional information, equal opportunity shall be provided to all interested consultants. The specific criteria and possible points used during the evaluation process are provided below: The Consultant's technical approach to this project as indicated by the experience of the firm and general understanding of the project scope and potential constraints. The scoring criteria is listed below: Technical Approach to the Project (25 points) Understanding of Unique Conditions of the Project (20 points) Ability of the consultant to perform the required services competently, efficiently and expeditiously as indicated by the experience and availability of necessary personnel while having success in meeting contract deadlines. The scoring criteria is listed below: Consultant/ Subconsultant Experience on Similar Projects (30 points) Working Relationship within Project Team (Consultant and Sub-consultants) (10 points) Project Managers Experience on Similar Projects (15 points) The Committee's consensus evaluation and ranking shall be submitted to the City of Marysville's City Manager for approval and processing. The method of contractor selection has not been determined at this time.
