WARRANTY A. Contractor shall provide a standard warranty on parts and labor warranty on the complete repair and refurbish breakers. This shall include coverage on all parts replacement, connection, conduit, devices and equipment installed with this contract. 5.1 THE SYSTEM WARRANTY SHALL BEGIN WHEN ALL EQUIPMENT, DEVICES, HARDWARE AND DOCUMENTATION ARE ACCEPTED AS A COMPLETE AND FULLY FUNCTIONAL SYSTEM AT THE TIME OF SUCCESSFUL SYSTEM INTEGRATION TO EXISTING UPS UNITS. UPON VERY THOROUGH SUCCESSFUL SYSTEM TESTING AND ACCEPTANCE, THE COR WILL ISSUE A LETTER OF ACCEPTANCE TO THE CONTRACTING OFFICER. THE CONTRACTING OFFICER SHALL ISSUE A LETTER OF ACCEPTANCE TO THE CONTRACTOR AND PROVIDE A COPY TO THE COR. 5.2 THE DATE OF THE CONTRACTING OFFICER'S LETTER WILL BE THE START DATE FOR THE WARRANTY PERIOD. THE WARRANTY PERIOD SHALL EXPIRE ONE YEAR FROM THE DATE OF THE CONTRACTING OFFICER'S LETTER. THE CO LETTER WILL NOT BE ISSUED MORE THAN ONE (1) CALENDAR WEEK AFTER THE CORS LETTER IS SENT TO THE CONTRACTING OFFICER. BACKGROUND The mission of the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), National Data Center Operations and Logistics (NDCOL), and Hines Information Technology Center (HITC) is to provide benefits and services to Veterans of the United States. In meeting these goals, OIT strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans' health care in an effective, timely and compassionate manner. The electrical power system is critical to the readiness objective of this mission. Only the highest standard of competency and workmanship will be accepted to perform this important task. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. The Hines Information Technology Center is a two-story combined data center and office building. The work performed on the switchgear breakers under this project will be in the electrical rooms that provide the power to both the datacenter and the entire facility. To accomplish the mission and goals of HITC's Data Center operations, the staff requires services on the switchgear breakers to replace the static switch units with upgraded metering capability and perform preventative maintenance to assure the switchgear breakers are still compliant to the PEARL standard. To do this, repairs require certified electrical breaker technicians who have experience working on energized circuits and industry knowledge about electrical breaker restoration work. SCOPE OF WORK The Contractor shall be responsible to inspect, test, document deficiencies, repair/refurbish, retest, paint, tag, package and reship/reinstall switchgear breakers at HITC. The Contractor shall provide all necessary labor, tools, material, parts, testing equipment, supervision to service switchgear breakers while maintaining energized circuits/no power disruptions to the data center operation. The overall goal of the project is to upgrade the static trips units on the data center related switchgear breakers, perform preventative maintenance on all facility (house) and data center breakers to ensure compliance with NFPA/NEC 70E. The Contractor shall: o CLIN 1: Purchase and install eleven (11) of the Utility Relay Company's AC PRO II (or equal) static trip units, broken down as follows: - Five (5) DS-206 switchgear breakers with 120v controls (currently installed and operational). - Six (6) bench stock DS-206 switchgear breakers (refurbished/benchstock). - Purchase and install a Monitoring and Control System that is compatible to the static trip units that display's, monitor's, and log's power consumption (Amps/Voltage/KVA) of each breaker and cumulative of the entire system. One unit will be Wi-Fi and internet compatible to the VA system where the user can access it from any VA device. The other unit will be a control device at the system of operation. PERFORMANCE DETAILS 3.1 TYPE OF CONTRACT This is a fixed price contact. 3.2 PERFORMANCE PERIOD The period of performance shall be three hundred and sixty-five (365) days from the date of award. HITC may send an engineer to the contractor's facility for testing observation. The Contractor shall use manufacturer certified/approved parts and test performance points to repair and test refurbished breakers. The Contractor shall perform all tasks necessary to meet the manufacturer performance requirement and industry standard. PLACE OF PERFORMANCE Tasks under this PWS shall be performed at the contractor facility for Hines ITC, 5000 South 5th Avenue, Building 215, Hines, Illinois 60141. The following work may be performed at remote locations: billing activities, documentation reports without prior approval of the COR. The method of contractor selection has not been determined at this time.
