This is the annual program for reconstruction and resurfacing (rehabilitation) of asphalt streets, typically located within residential neighborhoods. Streets within residential subdivisions have been installed using full-depth asphalt pavement since mid-1970. Full-depth replacement of these streets has become necessary due to structural pavement failure. Rehabilitation of existing asphalt streets is possible where the base asphalt layer is solid, but the surface course has failed. This program was created in accordance with City Council's goal of strengthening our neighborhoods. 2025/26 Hillcrest Avenue, Ellis Street, Kentucky Avenue, Illinois Avenue, Indiana Avenue, Oklahoma Drive and Delaware Avenue (North Dakota Avenue to Ontario Street) This project is included in the city's 2022-2027 Capital Improvement Plan (CIP).
