The Johnston County Department of Public Utilities (JCPU) is seeking statements of qualifications from licensed utility contractors to perform on-call Pump Station & Treatment Plant repair. A selection panel will review and evaluate the qualifications statements and select a one or more contractors for this contract. It is the policy of Johnston County to facilitate the establishment, preservation, and strengthening of small businesses and businesses owned by women and minorities by encouraging their participation in the County's procurement activities. This REQUEST FOR QUALIFICATIONS ("RFQ") from the Owner named below invites the submittal of a Statement of Qualifications ("SOQ") from licensed utility contractors interested in providing on-call repair services for Pump Station & Treatment Plant Repair Services in Johnston County. By submitting a SOQ, the Proposer represents that it has carefully read the terms and conditions of this RFQ and all attachments and Addenda and agrees to be bound by them. This RFQ is not an offer to enter into a contract, but merely a solicitation of persons interested in submitting a SOQ to the Owner for the Project. In accordance with Johnston County (the County or Owner) guidelines, submittals for the services specified will be received by the County at the specified location listed in this RFQ document, until the time and date cited. Submittals received by the correct time shall be considered. Submittals received after the due date and time will not be considered. All SOQs must be submitted pursuant to the instructions below. It is the Proposer's sole responsibility to ensure that the SOQ is delivered in the manner required by this RFQ by the due date and time. Owner has the right to reject any SOQs not properly delivered. Johnston County (County) provides retail water service to residents within the unincorporated areas of the County through sixteen water districts. The County serves approximately 40,060 active residential customers, 2,250 flat rate residential customers, and 1,050 non-residential customers through its water district programs. In addition, the County supplies approximately 380 irrigation connections. Johnston County also provides potable water supply the Towns of Clayton, Wilson's Mills, Archer Lodge, Kenly, Princeton, and Four Oaks; and the County provides supplemental supply to the Towns of Selma, Pine Level, Micro, Benson, Smithfield, and Fuquay-Varina (in Wake County). In addition to supply from its Timothy G. Broome WTP, the County purchases water for distribution to its customers from the Town of Smithfield, Harnett County, Wayne County Sanitary Districts, the City of Wilson, Sampson County, the Town of Benson and the City of Raleigh. The County's water distribution system includes 1,719 miles of water lines, 13 elevated storage tanks, 93 master meters, and 18 booster pump stations. Johnston County provides bulk transmission and treatment services for wastewater collected from the Towns of Smithfield, Selma, Four Oaks, Pine Level, and Clayton. In addition, the County provides bulk services for Aqua NC at Flowers Plantation and Carolina Water Service at Winston Road. The County provides retail sewer service with facilities that extend to Wilson's Mills, the Cleveland community, the NC 42 area east of the Neuse River, the McGee's Crossroads area, the Devil's Racetrack area, and the Meadow School area. For transmission to the County's Central Johnston County Regional Wastewater Treatment Facility (CJCRWWTF), the County operates and maintains a system of sewer interceptors that extend through Selma to Smithfield. Wastewater from Pine Level is pumped into the interceptor at Selma. Wastewater from Four Oaks is transferred to the treatment facility through a series of force mains and interceptors involving three (3) pumping stations or can be directly pumped to Benson. Each town is responsible for operating its own collection system. Wastewater from the other areas identified above is pumped to the County's treatment facility. The County's collection system includes approximately 147 miles of force main from 2"-24" in diameter, 843 miles of gravity sewer lines, approximately 2,200 manholes, and 56 pump stations. All waste is currently treated at the CJCRWWTF in Smithfield. However, a second treatment facility, the 210 WWTF, is under construction. The new WWTF is adjacent to the County Landfill on County Home Road. The County provides retail sewer service to approximately 8,209 residential and commercial sewer customers. The County has a need for on-call pump station and treatment plant repair services for two situations - urgent emergency repairs and non-urgent repair. This project includes: o Complete urgent emergency repairs to restore service as soon as possible, including working outside of normal business hours. o Complete non-urgent repairs in a timely manner as agreed to in each task order. o Maintain a safe, injury free work environment and project site. o Work with the County's operations, maintenance, and management team and, if necessary, NC DOT and other municipalities to ensure safe operation of existing facilities as much as possible. o Provide testing and conduct start-up activities with the County's operations, maintenance, and management team. o Provide opportunities for Minority Businesses (MBEs), Women Businesses (WBEs), Disadvantaged Business Enterprises (DBEs) and other small businesses. Work may include working with the County operations and management staff to identify the source of the issue(s). Work will include procuring the necessary materials, setting up a safe work site, and performing the necessary repairs. Typical repair projects include but are not limited to installing insertion valves, installing repair bands, replacing sections of piping, setting up by-pass pumping, repairing concrete vaults, installing/managing pump and haul operations, and replacing valves, pumps, meters, controls and various appurtenances. This work is expected to commence within four hours of receiving a call for service. The cost of urgent emergency repair work shall be limited to an urgent emergency repair mobilization fee, crew time, approved peripherals, materials plus the urgent emergency repair material multiplier, and subcontractor fees plus the urgent emergency repair subcontractor multiplier. The County will negotiate Non-Urgent Repairs with the Contractor based on a scope of work presented by the County to the Contractor. The Contractor will submit a proposal based upon the scope of work presented that includes both the cost of the work and the time to completion. If the proposal is acceptable to the County, the County and Contractor will executed a Task Order Agreement prior to commencing the work. Work will include procuring the necessary materials, coordinating any potential system shut-downs with County staff, setting up a safe work site, performing the necessary repairs, testing and clean-up. Typical project may include those listed under Urgent Emergency Repairs, but may also include full replacement of sections of lines, manhole/wet well replacement or rehabilitation, and structural repairs. Upon request, the Contractor shall provide a proposal for the work within seven (7) days of the request from the County. This Procurement will be in accordance with N.C.G.S. 143-128.1A and all applicable federal, state, and local laws, and Owner policies and procedures. Proposers are required to conduct the preparation of their SOQs with professional integrity and free of lobbying activities. Communication with the Owner regarding this Project shall be via email only and directed to the contact person listed on page 2 under Deadline for Questions: From and after the issuance date of this RFQ, Proposers shall not communicate about the Project or the Procurement with any other Owner employees, representatives, or consultants. Communication with other Owner employees, representatives, or consultants regarding the Procurement may cause the firm involved to be disqualified from submitting under this Procurement. Any verified allegation that a responding Proposer or Team Member or an agent or consultant of the foregoing has made such contact or attempted to influence the evaluation, ranking, and/or selection of short-listed Proposers may be the cause for Owner to disqualify the Proposer team from submitting an SOQ, to disqualify the Team Member from participating in the Procurement, and/or to discontinue any further consideration of such Proposer or Team Member. This health and safety specification is in respect to construction contract: a. Provides the overarching framework within which the Contractor is required to demonstrate compliance with certain requirements for occupation health and safety established by the US Department of Labor OSHA regulation (Standards- 29 CFR), herein referred to as the "Act"; b. Establishes the manner in which the Contractor is to manage the risk of health and safety incidents in the execution of the contract; and c. Establishes the manner in which the Owner will interact with the Contractor.
