Review Title : Notice of qualification of suppliers specializing in non-commercial silvicultural work. NOTICE OF QUALIFICATION OF SPECIALIZED SUPPLIERS IN FORESTRY WORKS Through this public notice, Rexforêt wishes to qualify service providers specializing in the field of forestry and who may be interested in bidding on calls for tenders for the performance of different types of silvicultural work and related technical work. This invitation is for suppliers wishing to add their name to Rexforêt's Supplier Registry. Suppliers already registered in the Rexforêt Supplier Register do not have to submit a new request for registration in this Register. Since January 2019, and in order to meet the requirements of intergovernmental agreements on trade, Rexforêt has been subject to the Act respecting contracts by public bodies (LCOP). The Ministry of Forests, Wildlife and Parks (MFFP) wishing to implement a new strategy for the acquisition of silvicultural work services in 2023, Rexforêt will launch a call for tenders in the coming months which will result in the granting of a new form of multi-year contracts starting April 1 , 2023. The main guidelines of the new strategy are now known and are presented in the ministerial press release attached to this mailing. This strategy aims to continue to offer predictability to silvicultural companies, while respecting the obligations of the LCOP. To obtain a Rexforêt contract, any supplier of goods or services must be registered in the Register of Rexforêt suppliers. The Rexforêt Supplier Registry Registration and Exclusion Manual describes the procedures to be followed and establishes the requirements that suppliers must meet in order to register. A supplier may, at any time, request to be entered in the Register. Any company wishing to benefit from a multi-year contract for the performance of silvicultural work must participate in a call for tenders which will be launched on the electronic tendering system (SEAO) of the Government of Quebec, at the end of the month. August or early September. Note that companies will not have to provide a price proposal in their eventual offer, multi-year contracts must continue to be remunerated according to the rate grid established by the Bureau de mise en marché des bois (BMMB). Also note that companies will be asked, in the call for tenders, to demonstrate that they already have established capacity and experience in carrying out silvicultural work and related technical work. The documents currently governing the granting of contracts by Rexforêt are available on its website at the tab http://rexforet.com/attribution-de-contrat . However, these documents will be adapted to meet the needs of the MFFP's new silvicultural service acquisition strategy. New versions will therefore be available before the launch of the call for tenders for multi-year contracts this fall.
