Renovation of a mixed-use development in Alexandria, Virginia. Completed plans call for the renovation of a educational facility.

Alexandria City Public Schools (ACPS) has received an unsolicited proposal to build, install, maintain and finance photovoltaic solar rooftop systems at two schools-Douglas MacArthur Elementary School and Minnie Howard (New High School). The unsolicited proposal was submitted pursuant to Virginia Code Section 56-575.4 of the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) Guidelines, adopted by ACPS on November 11, 2021. ACPS intends to evaluate the proposal, and may negotiate an interim or comprehensive agreement with the proposer based on the proposal. Included in the proposal is installation, financing, and maintenance of photovoltaic panels to achieve Net Zero Energy on new school facilities.
