General Description: The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8, at North Florida / South Georgia Veterans Health System, Gainesville, Florida, and NCO-8 intends to issue a Bid-Build for project number 573-22-803 . The purpose of this project is to Site Prep - Regulated Med Waste System in a hospital environment in the U.S. Department of Veterans Affairs, North Florida / South Georgia Veterans Health System. The magnitude of construction is: Between $100,000 to $250,000.00. The SOLICITATION will be issued on or about 07/27/2022. STATEMENT OF WORK 1. General Information: Period of Performance (POP) 180 days after from Notice to Proceed (NTP). 1.1 The Department of Veterans Affairs, Network Contracting Office 8 is seeking pre installation construction services contract to prepare for the installation of new on-site treatment of regulated medical waste system, for Project # 573-22-803 located at Malcom Randall VA Medical Center at 1601 SW Archer Rd, Gainesville, FL 32608. 1.2 This document contains basic information and minimal requirements for pre-construction services for the construction of a new on-site treatment of regulated medical waste system. This document is not to be used as a standard design and does not limit the construction team responsibilities to complete an accurate project that best meets the users' needs, applicable code requirements and the construction best practices. This document will provide VA reviewers and the construction team a clear understanding of the project intent and what is required at each stage of the project. 2. PROJECT SCOPE: 2.1 Detailed Project Description: The purpose of this project is to perform the necessary pre-work activities required for the installation of a new on-site treatment regulated medical waste system. This new system will serve the Malcom Randall VA Medical Center. The new project shall prepare the needed site infrastructure required for the successful installation of a new San-I-Pack Auto Clave 342-3P Sterilizer at the site. The proposed equipment that will be purchased and installed by vendor for this project will be procured under a separate IDIQ award and is not part of this award. The contractor will be required to closely coordinate with the equipment manufacturer throughout the project. The Contractor scope under this award will include the development of design construction drawings as well as the following project components: o Electrical: o 1. Electrical wiring and connection to available on-site panel o 2. Utility connections to the new San-I-Pak unit o 3. Core drilling. o Mechanical: o 1. Installation of domestic 1/2 " water line, o 2. Installation of 1" Steam line o 3. Insulation of water and steam lines o 4. Core drilling o 5. Water and Steam connection to new San-I-Pack unit o 6. Install new sanitary floor sink drain for condensate return. o Concrete: o 1. Cutting and removal of existing concrete/asphalt surface o 2. Re-installing removed concrete/asphalt surfaces o 3. Install new concrete slab for new unit o 4. Removal of existing awning. Contractor is responsible for providing all necessary connections to prepare for the installation of new unit under this contract. The construction will take place on government owned land at the Medical Center Campus. The work covered by this Statement of Work (SOW) consists of furnishing all design, labor, equipment, materials, travel, testing, and permits required to perform the task described herein within the framework of the contract. The work will be required to be completed within 180 calendar days from Notice to Proceed (NTP). 2.2 Location of Project: 1601 SW Archer Rd, Gainesville, FL 32608. 2.3 Size sq ft of new project: Approximately 1,500 SF area located in rear loading dock area. 2.4 Contractor shall remove all debris from VA property, and provide waste reports to Contracting Officer Representative (COR). 2.5 Prime Contractor Superintendent must be on site while work is being performed, and must be OSHA-30 certified. 2.6 Prior to work commencing, Contractor must check-in with COR. 2.7 Dust created during construction must be contained and prevented from leaving the work area. 2.8 Contractor must maintain a clean working site. 2.9 Contractor shall follow all security protocols. 2.10 Contractor shall notify COR at least 2 weeks prior to any significant construction activity. For example project activities that require utility shutdowns. 3. REQUIRED SERVICES: 3.1 SUBMITTALS: The following shall be submitted to the Contracting Officer for review: 3.1.1 Construction Schedule, 3 weeks prior to work commencing. 3.1.2 Safety Plan, 2 weeks prior to work commencing. 3.1.3 Security Plan, 2 weeks prior to work commencing. 3.1.4 Material and Debris Management Plan, 2 weeks prior to work commencing. 3.1.5 Key Personnel Contact Information for the Contractor and Subcontractors, 2 weeks prior to work commencing. 3.1.6 Written summary of all tests, inspections, and results conducted by the vendor or subcontractors. 3.1.7 Waste report for all material removed from the site. 3.1.8 Crane installation and removal plan. 3.1.9 Testing and Commission plan and report 3.1.10 Construction and Temporary Parking Plan 3.2 PERMITS: Contractor is responsible for all necessary permits at no additional cost to the government. 3.3 TESTING, INSPECTION, AND APPROVAL: Contractor is responsible for all necessary testing, inspections and approvals required by local enforcing authorities and in accordance with Construction Specification Institute's master specifications to produce a warranted product without additional cost to the government. 3.4 Utility Locating: All site utility locating services shall be provided by the Contractor at no additional cost to the government. 3.5 CONSTRUCTION PERFORMANCE STANDARD: Contractor is solely responsible for construction quality that will result in a final product meeting the following conditions: 3.5.1 Standard one-year contractor's warranty as administered by this contract. 3.5.2 Additionally, no visible surface defects during this period. 4. ESSENTIAL REFERENCES FROM THE VA: 4.1 ATTACHED: 4.1.1 Instruction to Contractors 4.1.2 General Requirements 4.1.3 Construction Documents - Drawings and Specifications 4.2 All applicable city, state, and national codes and standards shall be followed to include, but not limited to: 4.2.1 VA Master Construction Specifications (Refer to included specification and TIL) 4.2.2 International Building Code, All Chapters 4.2.3 OSHA Standards 4.2.4 NFPA 101 Life Safety Standards 4.2.5 VA Accessibility Standards The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range.
