As of April 4, 2024, an engineer has been selected for the project. Bidding is estimated to take place in summer of 2024. *The closed solicitation has been included below for reference: The City of Reidsville is soliciting Statements of Qualification (SOQ) from qualified consultants
to provide services associated with the design, permitting, bidding, and construction
administration services for a large redundant transmission water line along US Highway 29
Business. The City has received a letter of intent to fund a portion of this project from the
Additional Supplemental Appropriations for Disaster Relief Act (ASADRA) The City of Reidsville is soliciting Statements of Qualification from qualified consultants to
provide engineering services for planning, design, bidding, and construction administration
associated with the installation of a large redundant transmission water line along US Highway
29 Business and Reid Lake Road. The proposed line will be installed adjacent to the City's
existing 24" transmission line terminating at the intersection of Freeway Drive & US Highway 29
Business. The existing transmission water line was installed in 1977 and likely nearing the end
of its service life without rehabilitation. The City has been awarded both a grant & loan to fund
this project from Additional Supplemental Appropriations for Disaster Relief Act (ASADRA). Scope of Services
The scope of services includes, but is not limited to the following:
1. Review Engineering Report previously completed to confirm its facts and findings.
2. Provide land surveyor services necessary to locate existing utilities, structures, Right of
Way and adjacent property lines, existing topography, and other features to develop a
sufficient base map.
3. Prepare complete construction plans and specifications in accordance with applicable
regulations and standards.
4. Prepare detailed itemized cost estimate based on the final design.
5. Prepare and assist the City with submitting applications for all required federal, state,
and local permits as applicable.
6. Prepare Right of Way and/or easement maps to assist in the acquisition of property as
needed. Negotiate acquisition of easements or Right of Way on behalf of the City.
7. Prepare complete bid packages, including all required documents for the City and the
ASADRA funding agency.
8. Manage the competitive bidding process, including the preparation of bid packages for
prospective bidders, responding to inquiries concerning technical aspects of the project,
preparation of addenda as required, attending pre-bid conference and bid opening,
evaluating the bids for accuracy and completeness, and making recommendation to the
City regarding the award of a contract to the lowest, responsive bidder.
9. Prepare formal contract documents for execution of the construction contract.
10. Provide construction administration to include:
Conducting routine construction inspections of sufficient frequency to ensure
compliance with the general and technical specifications.
Review and approve material submittals.
Prepare and issue change orders and construction field directives as required.
Review and certify contractor payment requests.
Conduct final inspection and provide project clarification to all appropriate agencies.
11. Prepare reproducible record drawings upon completion of construction.
