The "Vessel Offloading & Storage" project consists of: BASE BID: The work of the Base Bid shall include the following: A vessel offloading system comprised of a portable truck unloader and conveyors/stackers to transport various materials from the vessels into Storage Buildings. The portable truck unloader, portable transfer conveyors, and portable radial stacker will be used to stockpile various materials into the Storage Buildings. The equipment will also be capable of loading on-road trucks from a receiving hopper as well as offloading on-road trucks utilizing the portable truck unloader. The conveyors and radial stacker will also be available for use within the other Midwest Terminals operations when not being utilized to offload materials into the Storage Buildings. The information and design criteria presented herein is for guideline use only; all modifications that will enhance the proposed system will be considered and should be clearly indicated within the proposal. The equipment will be located at an existing facility located at 3518 St Lawrence Drive, Toledo Ohio 43605. The details listed within the "System Requirements and Specifications" Section of this contract represent the items and specifications that pertain to this project. It is the responsibility of the Supplier to prepare for submittal and approval a complete design to ensure that the equipment proposed will meet the requirements as stated within this contract. BID ALTERNATE 1: This bid alternate is generally described as the furnishing of "Portable Generated Power Supplies" for the following equipment in the sizes indicated: Truck Unloader (150KW); Transfer Conveyor #1 (200KW); and Transfer Conveyor #2 (100KW) GENERAL: This is a lump sum bid. All quantities shown on the bid sheet are to be verified with the plan documents by the bidder. The sum of the line items may not add up to your total lump sum fee. These unit prices are to be used in the event of an owner directed change to the contract documents. This project is funded through an Ohio Maritime Assistance Program grant (MAP). The Base bid is approximately $2,750,000 and Bid Alternate 1 is approximately $260,000. Bids that are in excess of 10% above the engineer's estimate would be considered nonresponsive. This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion. Only qualified contractors are eligible to submit bids for this project. Contractor qualification status must be in force at the time of bidding, at the time of award, and through the life of the construction contract. A maximum of two (2) individuals per bidder with valid identification and proper personal protective equipment (PPE) will be permitted to attend. Attendees should meet at the stone parking lot next to the main gate at George Hardy Dr. and St. Lawrence Dr. Attendance is suggested, but not mandatory Each bid shall be accompanied by a certified check or bid bond specifying the Toledo-Lucas County Port Authority as the Obligee, in the sum of not less than ten percent (10%) of the total amount of the bid. The Toledo-Lucas County Port Authority's goal for EDGE participation on this project is set at zero percent (0%). The successful Bidder, at its own expense, will be required to furnish at the time of the execution of the contract, a Maintenance and Guarantee Bond (see pages MB-1 and MB-2 for form) in an amount equal to fifty (50%) of the amount of the contract awarded, and shall be in-effect for a period of oneyear from the date of payment of final estimate.
