The goal of the SH 13 Fortification Creek construction project is to increase motorist safety by reconstructing and widening the roadway and creating safe passage for migrating deer and elk via various wildlife mitigation efforts including a wildlife underpass, a high-low fence design, ZapCrete-cattle guard design, wildlife escape ramps, and a wildlife radar detection and driver warning system. The objectives of this study are to reliably monitor, document, and evaluate the wildlife mitigation features of the SH 13 Fortification Creek Project using scientifically defensible study design methods. The attached SOW has additional detail on the project purpose. The Colorado Department of Transportation (CDOT) is seeking proposals on how best to achieve the objectives of the Project described below. The proposal is expected to describe a research effort that can realistically be accomplished in the SH 13 right of way environment, over a period of a maximum of five (5) years.
