The Massachusetts Bay Transportation Authority is soliciting General Engineering Consulting Services for the Inspection and Load Rating of MBTA Bridges Systemwide. Commuter rail, transit (rail or roadway), pedestrian, and highway bridges of various types, including fixed span and moveable span structures will be included in each contract. MBTA Bridge types comprised of one or more superstructure span with the same type of superstructure or a combination of different types per bridge. These superstructure types may include steel girder or thru-girder; steel truss; prestressed concrete butted box beam; concrete deck beam; concrete girder; concrete slab; steel bascule or swing; or timber girder. The substructures may be comprised of, concrete, stone masonry block, timber, or steel abutments and/or piers and columns with spread footings or pile supported foundations. MBTA bridges also include single or multi-cell stone masonry, concrete, and steel pipe arch and culvert structures. The Scope of Services includes, but is not limited to: interagency coordination, commuter rail coordination, review of existing inspection/rating reports and drawings, research and data gathering, in-depth routine bridge inspection, fracture critical bridge inspection, special member inspection, underwater bridge inspection, input of inspection data into the MassDOT Highway Division 4D Program, submission of bridge inspection reports with recommendations, bridge load rating calculations, submission of bridge load rating reports with recommendations, coordination of data for input into the MBTA Asset Management Database Trapeze, and limited structural repair design. Field data collection may be digital, consistent with Trapeze, or any other proprietary Bridge Management Application at the discretion of the agency. The scope of services may also include updating bridge inspection and rating policies and procedures and development of standard bridge repair design documents and details. The maximum ceiling limit for the total of all consultant contracts is $32,000,000. Bridge inspection and load rating assignments will be authorized on a task order basis. Each task may include multiple bridge assignments based on consultant qualifications and past performance. The contract duration will be five (5) years, with the possibility to extend the contract for a period of one (1) year. Proposers are solely responsible for assuring that the MBTA receives their SOQs by the specified delivery date and time, and as listed above. The MBTA shall not be responsible for delays in delivery. Up to eight (8) consultant contracts may be awarded and will utilize federal and nonfederal funds. This project is expected to utilize Federal and non-federal funding. The DBE participation goal for this project is 20% of the total amount authorized. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants and suppliers in all of its contracting opportunities. Responses to the Request for Qualification shall be electronic format of a current Standard Form (SF) 330 - Architect/Engineer Qualification Questionnaire for all proposed team members, including DBE and other proposed sub-consultant firms. In addition, all firms including subconsultants must submit as part of the Statement of Qualifications, an Affirmative Action Plan, Employee Profile, and the most current Massachusetts Unified Certification Program (MassUCP) Disadvantaged Business Enterprise (DBE) Certification Letters. The prime consultant must describe how they plan to achieve the project goal of twenty percent (20%) DBE participation. Only MassUCP-certified DBE firm participation will be attributed to the DBE goal for this project.. It is the practice of the Authority to encourage the economic growth of professional firms through broad solicitation and award of contracts. All capable firms are invited to submit a Statement of Qualifications in accordance with the instructions presented in this solicitation. Following an initial evaluation of qualifications and performance data, firms considered to be the most highly qualified to provide the required services will be requested to submit proposals and may be invited to participate in oral interviews. Please note in order to be considered for an RFP, the proposer must pass the AA/EP/DBE Evaluation. This is not a Request for Proposal. The MBTA reserves the right to cancel this procurement or to reject any or all Statements of Qualifications. The method of contractor selection has not been determined at this time.
