All questions regarding plans and specifications shall be addressed to the City Engineer in writing by July 21, 2022. Bids shall be addressed to the Board of Contract and Supply and be endorsed on the outside of the envelope with the name of the bidder and the title of work to which it relates. The Board of Contract and Supply reserves the right to reject any and all bids and waive any informalities in the bid.
