Questions Due 07/19/2022 Any questions and answers generated from a site visit will be responded to in writing and distributed to all identified Proposers in the form of an addendum to the RFP. From the date of RFP issue to the submission closing date, the Proposers shall not make available or discuss any part of their proposals with any employee or agent of the Authority. Questions are to be emailed referencing Questions for RFP# 2022-0712 on the correspondence subject line. Questions and answers shall be posted in an addendum to the solicitation on Friday, July 15, 2022, by 2PM EST. Any applicable addenda in relation to this RFP solicitation are required to be acknowledged and included in the Proposer's submission. Proposals missing addenda shall be deemed as unresponsive and therefore disqualified from evaluation. Proposals must be submitted as set forth in the Selection Process and Evaluation Criteria included in the Contract Documents. Separate contracts will not be awarded for parts of the system. A statement of Inspection Form indicating site visit must be included with the proposal. A Public Construction Bond (Performance and Payment Bond) in a sum equal to 100% of the amount of the Contract awarded, will be required prior to execution of contract. No proposals may be withdrawn after the scheduled time for receipt of proposals, for a period of ninety (90) days. The work performed under this Contract shall be governed by the Federal Contract Provisions set forth in the Contract Documents, which include, but are not limited to, Disadvantaged Business Enterprise (DBE) subcontractor participation, Equal Employment Opportunity requirements, and compliance with Federal Wage and Hour requirements (Davis-Beacon Act). To be eligible for award of contract, the successful bidder must submit, upon request and within five (5) business days after the bid opening, evidence of financial responsibility, experience, qualifications and satisfactory completion of previous projects, to the satisfaction of the Melbourne Airport Authority. The bidder agrees to comply with the following requirement: "No member, officer or employee of the Melbourne Airport Authority or the City of Melbourne, during his tenure or for one year thereafter shall have any interest, direct or indirect, in this contract or the proceeds thereof."
