Site work for a mixed-use development in Sutter, California. Completed plans call for site work for a municipal facility; and sidewalk / parking lot.

As of September 13, 2022 , this project has not yet been awarded. The project is expected to be awarded on September 14, 2022. The Work performed under this Contract includes the furnishing of all labor, materials, equipment, tools, incidentals, and supervision for: Vegetation removal, tree trimming, fence removal and disposal, chain link fence and gates fabrication and installation; miscellaneous removals and disposal as shown on the plans. All work must be completed by November 15, 2022. ESTIMATED CONSTRUCTION COST: $200,000 - $250,000 CONTRACTOR'S CALIFORNIA LICENSE AND/OR CLASS REQUIRED: Either a C13-Fencing Contractor License or a General Engineering Contractor A License (A License). Award of this Contract requires the Bidder to have a valid California Contractor's License with the classifications identified above. Award of this Contract also requires the Bidder to demonstrate its qualifications to perform the required work. Each Bid must be submitted on the bid forms provided in the Contract Documents This is a construction project in accordance with Section 1771.5 of the California Labor Code. This Contract is subject to: (1) Federal Labor Standards Provisions as required by the Davis-Bacon Act and other applicable Federal requirements, (2) Equal Employment Opportunity requirements pursuant to Executive Order 11246, and (3) Minority Business Enterprise (MBE) development pursuant to Executive Order 12432. All labor on the Project shall be paid no less than the minimum wage rates as established by the U.S. Secretary of Labor or as determined by the Director of the California Department of Industrial Relations (DIR). The higher of the two rates will be paid in accordance with the following acts and codes: (1) The Davis-Bacon Act, and (2) Section 1770, and following, of the California Labor Code. Copies of the prevailing rate of per diem wages, as determined by the Director of the DIR, are on file at the office of the Clerk of the Board of Supervisors: Sutter County 1160 Civic Center Boulevard Yuba City, CA 95993 Pursuant to California Contract Code Section 22300, the Contractor may, at its own expense, substitute securities for any money being withheld by SBFCA to ensure performance under this contract. All Questions and Correspondence Concerning This Notice to Contractors Shall Be Directed as Follows: Michael W. Bessette, P.E. Executive Director Sutter Butte Flood Control Agency m.bessette@sutterbutteflood.org All substantive and/or technical questions shall be submitted in writing and will be responded to in writing via Addendum issued to all Contract Document holders. The deadline for submitting questions will be 5:00 p.m. on August 3, 2022. Although it is anticipated that the Contract award, if made, and the Notice to Proceed will be made within Thirty (30) Calendar Days of Bid Opening, Bids and Bid Guarantees must be held as binding for Sixty (60) Calendar Days from Bid opening. Award, if made, will be to the responsive, responsible Bidder with the lowest Bid amount. SBFCA's Board of Directors reserves the right to reject any or all Bids, to waive any informality in any Bid, and to determine which Bid, in the judgment of the Board, is the lowest responsive Bid of a responsible Bidder. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Project Scope of Work The project scope of work includes: vegetation removal; removal of existing fences; no climb fence fabrication and installation; man-gate installation at each property; and miscellaneous removals and disposal as shown on the plans in one geographic area as follows and as shown in Attachment E (Project Construction Drawings). Project areas require access through private property, and access must be coordinated with SBFCA. All work must be completed by November 15, 2022. Bid Schedule A The removal of all vegetation behind the proposed fence in the levee embankment, within the 20' encroachment area from the proposed fence, that is smaller than 4 inches in diameter, the trimming of trees that are larger than 4inches in diameter, and the removal of miscellaneous materials that are in the levee embankment. Bid Schedule B Install 2,460 LF of a no climb fence without extension arms, 215 LF of a no climb fence with extension arms, 32 man-gates and removal and disposal of approximately 2,160 LF of existing fence. Fence posts shall be installed 8' on center following details A85 and UFC 702 on Sheet C-501 as shown in Attachment E. Alternative Bid Schedule C The removal of the existing wooden retaining wall, concrete stairs, and railing in the embankment of the levee. The rebuilding of the levee slope after the removal of these encroachments, importing type 1 levee fill for embankment, and hydroseeding the impacted area. Alternative Bid Schedule D The removal of the existing concrete retaining wall. The rebuilding of the levees lope after the removal of these encroachments, importing type 1 levee fill for embankment, and hydroseeding the impacted area.
