For Solid Waste, Bulk Waste and Recyclable Materials Curbside Collection and Transportation Sealed bid proposals are solicited for solid waste, bulk waste and recyclable materials curbside collection and transportation services. The bid proposals are to reflect the costs of collection within the Borough of Kinnelon and the cost of removal to receiving facilities. The Borough of Kinnelon will pay all tipping fees directly for solid waste and bulk waste, therefore bid proposals for solid waste and bulk waste should not include the costs of tipping fees for these services. The Contractor will be solely responsible for any costs of disposal and is permitted to retain any proceeds from the Contractors sale of the collected recyclable materials. Bids are solicited for contract periods ranging from one to three years beginning January 1, 2023. Bidders are required to include a bid for all contract periods (1 year, 2 years and 3 years). Two contracts will be awarded, one for solid waste curbside collection and transportation and bulk waste curbside collection and transportation, and one for recyclable materials curbside collection and transportation. The length of each contract will be determined at the sole option of the Borough based upon the best interests of the Borough. All proposals must conform to the models and directions contained in the specifications and must be submitted in a complete bid/contract package. All bids shall be presented to the Borough Clerk by the parties bidding or their agents at the place and time designated, or by mail. A bid may be forwarded by certified mail return receipt requested in a sealed envelope containing the proposal and marked as indicated above, which envelope must be enclosed in another envelope properly addressed for mailing as follows: Kinnelon Borough Clerk Municipal Building 130 Kinnelon Road Kinnelon, New Jersey 07405 Each bid must be accompanied by a Bid Guarantee in an amount of the lesser of ten percent (10%) of the highest aggregate three-year bid submitted or twenty thousand dollars ($20,000.00) in the form of a certified check or cashiers check payable to the Borough of Kinnelon or a bid bond issued by a surety authorized to transact business in New Jersey and found acceptable by the Borough. Each proposal must be accompanied by the consent of a similarly acceptable surety, guaranteeing that a one hundred percent (100%) performance guarantee will be furnished within ten (10) days after bidder received notification of the award of the contract. The Borough reserves the right to award a contract or contracts in any combination, waive minor defects and informalities in any bid, reject any and all bids, and to accept such bids and make such awards as may be most advantageous to the Borough. Nobidder may withdraw his bid within sixty (60) days after the actual date of the opening of bids. Bidders are required to comply with c. 127, P.L. 1975, as amended by c. 519, P.L. 1991, and the regulations thereunder regarding affirmative action (N.J.A.C. 17:27). Simultaneously with the submission of the bid, a bidder must submit an Ownership Disclosure Statement in accordance with c.33, PL 1977. Bids will be rejected if they do not contain an Ownership Disclosure Statement.
