Renovation of a mixed-use development in Kinnelon, New Jersey. Completed plans call for the renovation of a library; and municipal facility.
sealed bids will be received by the Kinnelon Municipal Clerk for the reroofing of the Kinnelon Municipal Building & the Kinnelon Public Library. The project includes the reroofing of the Municipal Building and the Library. Both Buildings are located at the same site, however bids must be separated by each building as they may or may not be awarded at the same time. One (1) copy of the Bid Packages is on file at the office of the Municipal Clerk, located at 130 Kinnelon Road, Kinnelon, New Jersey, 07405 during normal business hours. Anyone wishing to review the plans or has questions may also contact the Architect, James P. Cutillo & Associates, by calling 973-831-6161 or emailing jpc@cutilloarchitects.com. If the Contract is awarded, no refunds will be given. If for any reason the Contract is not awarded, refunds will immediately be returned to bidders pursuant to N.J.S.A. 40A:11-24(b) when the Contract documents are returned in reasonable condition within 90 days of notice that the Contract has not been awarded. The Borough reserves the right to reject any or all bids, to waive any informalities, deviations or omissions in any or all bids, and to accept such bids and make awards as may be most advantageous to the Borough. All bids must conform to the models and directions contained in the Specifications. Bids must be made on the included standard proposal forms in the manner designated therein and required by the Specifications, and must be submitted in a sealed envelope, clearly marked with the project identification and the name and address of the Bidder. Bids may be submitted by certified mail, return receipt requested, regular mail or hand delivery. Bids shall be submitted to the Office of the Municipal Clerk, located at 130 Kinnelon Road, Kinnelon, New Jersey 07405. The Bidder shall submit only one (1) bid that meets or exceeds the minimum specifications herewith. All bids must be signed. Failure to do so shall cause the bid to be non-responsive and rejected. The Bidder shall submit only one (1) bid that meets or exceeds the minimum specifications herewith. No bids will be accepted after the date and time designated to receive bids. A bid may be withdrawn prior to the time for opening of bids or authorized postponement thereof upon written application of the Bidder who shall be required to produce evidence showing that individual is or represents the principal or principals involved in the bid. No bid may be withdrawn for a period of sixty (60) days after bids have been opened. Each bid shall be accompanied by a Guarantee in an amount of the lesser of ten percent (10%) of the total bid price or Twenty Thousand Dollars ($20,000.00), in the form of a certified check or cashier's check payable to the Borough or a Bid Bond issued by a Surety authorized to transact business in New Jersey and found acceptable by the Borough. Each bid must also be accompanied by the consent of a similarly acceptable Surety, guaranteeing a one hundred percent (100%) Performance Bond and a one hundred percent (100%) Labor and Material Payment Bond will be furnished upon award of the Contract. All business organizations doing business with a local contracting agency are required to be registered with the State of New Jersey prior to submitting bid proposals. Proof of registration shall be provided to the contracting agency for all Contractors and Subcontractors before the contracting agency may enter into a contract with the business. Contracts awarded after September 1, 2004, must comply with this requirement. Every request for interpretation shall be in writing and addressed to the Architect: James P.
